Comment: The Division issued an Authorization to Construct (AtC) on 7/7/21 that includes the new
installations of a mechanical screen (with manual bypass), equalization basin, dual
40,000 gallon aeration basins, one final clarifier, aerobic digester, blowers, pumps and
a SCADA control system. The Division will issue a corrected AtC to include two final
clarifiers. Construction activities are ongoing.
The last compliance evaluation inspection at this facility was performed by DWR staff
on 8/1/19.

Comment: The records reviewed during the inspection were organized and well maintained.
Discharge monitoring reports (eDMRs) were reviewed for the period December 2020
through November 2021. Effluent daily maximum BOD violations were reported in
March 2021 and April 2021. The Division has previously addressed these limit
violations through the issuances of a Notice of Deficiency (March 2021) and Notice of
Violation (April 2021).
The ORC must ensure all process control measurements (settleability tests, MLSS
measurements, etc.) are documented as required by 15A NCAC 2B .0506 (c)(3) and
subject NPDES Permit.

Comment: On -site effluent field analyses (dissolved oxygen, pH, temperature and total residual
chlorine) are performed under the Aqua N.C.'s field laboratory certification #5035.
Water Tech Labs (Certification #50) has been contracted to provide analytical support.
The ORC must ensure to report all effluent total residual chlorine (TRC) values down
to the lowest standard verified (15 ug/L) on the TRC meter (annual five -point curve
verification).

repaired.
