The Division of Water Resources received the Baseline Monitoring /As -Built Report for the above -
referenced site, dated July 2013.
The site consists of stream and wetland restoration. Based on review of the monitoring report, the stream
appears to be functioning adequately, and no problem areas were noted.
Vegetation monitoring data show that 5 of 17 vegetation plots do not meet the interim performance
standard of 320 planted stems per acre, despite this being the Baseline /As Built Report. In addition, two
additional plots were reported to have 324 stems per acre. When including volunteers, only three plots do
not meet the standard. However, two of the plots meeting the standard including volunteers are
dominated by one species, (silky dogwood). Plant survival at the site is a concern, and should be
monitored closely.
The placement of plots does not adequately represent vegetative conditions across the site. All plots are
placed in closeproximity to the stream channel, with none in areas further from the stream. Noplots are
locate within the interior of wetland A (largest wetland on the site), and there are no plots at all within
wetlands B and D. EEP should install additional plots that will make the vegetative monitoring data
more representative of the site.
Wetland hydrology monitoring gauges appear to adequately represent the site both in number and
locations.
In addition, Table 4 lists Cane Creek as providing warm -water stream credits. According to Appendix I of
the 2003 Stream Mitigation guidelines, Cane Creek is listed as a cool -water stream from the SR 3138
bridge to the French Broad River.
