I am writing in response to the your letter sent March 20, 1991, concerning the
expansion for the Town of Valdese's WWTP into the Catawba River (Lake Rhodhiss).
I have enclosed preliminary limits for the expansions of up to 9.5 MGD and 11.5
MGD. An official request for permit modification must be submitted before any
changes will occur in the permit.

As part of the Division of Environmental Management's (DEM) requirements for an
expansion of more than 0.5 MGD, the Town must perform an environmental assess-
ment for the area of discharge. You may contact Alan Clark from the Planning
Branch to get the details of this procedure.
The BOD5 and NH3N limits for 9.5 MGD and 11.5 MGD were determined using DEM's
Best Professional Judgement (BPJ) based on ongoing studies of lakes in the
Catawba River Basin. Lake Wylie is experiencing eutrophication largely due to
the inflow of point sources. During low flow conditions, the potential for
nutrient enrichment in the other lakes along the Catawba River Basin is evident
due to the large number of exi4ting and proposed discharges. Therefore, BPJ
limits have been applied to all new and expanding discharges to the lakes in the
Basin. Currently the wastefloaw from the Town of Valdese into Lake Rhodhiss is
approximately 4.5 MGD. The expansion up to 11.5 MGD will be a considerable
increase in point source discharge to the lake.

As we discussed in our phone conversation on March 20,1991 the
Town of Valdese would like to request a speculative analysis for
the Lake Rhodhiss WWTP, NPDES # NC0041696, for a proposed
expansion. The plant capacity is currently at 7.5MGD and the
addition would allow an additional flow of 2MGD and possibly 4 MGD.
This addition is to allow a new textile industry to locate in this
area.
The plant would remain with its present composition,
approximately 85% industrial and 15% domestic flow. The industrial
flow is composed entirely of textile mills -- dyeing, bleaching,
etc.
Attached you will find a copy of the map locating the plant
discharge point as you requested.
