Valdese Water Treatment Plant Expansion

Settling basin sludge and filter backwash from the Valdese Water Plant
are currently discharged to the Town's Wastewater Treatment Plant
which has experienced upset conditions asa result of this
wastestream. The subject environmental assessment makes no mention of
the treatment problems caused at the Valdese Wastewater Treatment
Plant by water plant waste nor does it make a proposal for adequate
treatment of the water plant waste. Until such time as, adequate
provisions are made for disposal of water plant waste streams, the
Division of Environmental Management must view the subject
environmental assessment as inadequate.

SUBJECT: Environmental Assessment for Valdese Water Treatment Plant Expansion
Burke County
The Technical Support Branch has reviewed the environmental assessment for the
subject facility. The "Environmental Consequences" part of the assessment did not
specifically have a section labeled "Water Quality", but pertinent issues were addressed
under Water Supplies and Secondary Fish and Fish Habitat Impact. The expansion of the
Valdese WTP from 8 MGD to 12 MGD will withdraw an additional 4 MGD (or 6.2 cfs)
from Lake Rhodhiss. Due to the large volume of water present, the increase in withdrawal
should not affect existing downstream dischargers or the aquatic life in Lake Rhodhiss.
