The additional information requested in your email from 20Dec2021 is provided below and is attached to this email.
1) The Buffer Impact Table on pages 5-6 of the PCN list "Deemed Allowable" as the impact types, but it does not
specify what each impact is for. It also does not provide enough detail to determine what item in the Neuse
River Riparian Buffer Rules Table of Uses each impact falls under. Please provide an updated Buffer Impact Table
that specifies each impact and what item in the Table of Uses it falls under. [15A NCAC 02H .0502(c)] A new
Buffer Impact table is attached and specifies each impact and what item in the Table of Uses of the Neuse
River Riparian Buffer Rules the proposed activity falls under.
2) It appears that the existing effluent pipe will remain in use. Will it continue to have a maintained access
corridor? If so, what is the total width of the final maintained access corridor for both pipes? [15A NCAC 02H
.0502(c)] The existing effluent pipe will remain in use and will continue to have a maintained access
corridor. The total width of the final maintained access corridor in which both the existing pipe and proposed
pipe will be located is 30 feet. The construction corridor is also 30-foot wide within the Neuse River buffer
area.
3) It appears that a 401 permit was issued in December 2015 that included 0.08 acres of permanent wetlands
impacts. Were these impacts part of the same project? [15A NCAC 02H .0502(c)] The previously permitted
impacts were associated with decommissioning of the old 1.0 million gallon per day wastewater treatment
plant and construction of a new 3.0 million gallon per day state-of-the-art wastewater treatment facility. The
effluent pipe was not upgraded or decommissioned in association with construction and operation of the new
treatment facility. The new parallel effluent pipe will provide redundancy to the existing effluent pipe and
prevent effluent flow backup with the treatment plant systems.

I am reviewing the above referenced project, and in order to complete the review, some additional information is
required:
