Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:" The site is located within a City of Raleigh sewer easement which has a sewer line crossing a stream that feeds to Mine Creek. The western stream bank has eroded behind the existing sanitary sewer manhole and has compromised the structural integrity of the manhole. The property this easement is located on is currently used as a swim & racquet club. 4b. Explain the purpose of the proposed project:" The purpose of this project is to stabilize a failing downstream left streambank to protect the stability of a sanitary sewer manhole located in the stream. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:" The project will temporarily impact approximately 70 linear feet upstream of Mine Creek near 1307 Sawmill Road at 35.885323,-78.667154 decimal degrees. Work will entail creating a dry work area, establishing a stable toe, constructing a stable bank using rock/geotextile, coir matting or a combination of the two and establishing a stable segment of stream bed at the base of the bank. It is estimated that 1 tree will be hand cleared in conjunction with the wor site will be accessed from the existing sanitary sewer easement to the northeast of the site. The temporary disturbance will occur inside the maintained easement with the excepti a piorary bridge which will be installed using a right of way agreement. Erosion control measures will be installed prior to work. A "pump" around will be established in order to crea a dr rk area. A temporary bridge will be installed to access the site manhole while minimizing stream disturbance. Disturbed areas will be reseeded and mulched when work is co Iete. It xpected that a tire ortrack-mounted excavator and a dump truck will be used to place the boulders, reconstruct the streambank, and stabilize the streambank.
