Please find attached the MY Credit Release letter for the RES Yadkin 01 Umbrella Mitigation Bank: Scout
Mitigation Site (SAW-2017-01469). As requested, 10% credit is being released for satisfying the third (MYI)
release requirement pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish the
RES Yadkin 01 Umbrella Mitigation Bank, signed by USACE on November 25, 2019, and the Scout Final
Mitigation Plan, dated August 2019. In accordance with the plan, 291.8 stream mitigation units (SMU's) are now
available for the Scout Mitigation Site. Feel free to contact me with any questions.

Dear Mr. Breslow:
This correspondence is in reference to the Monitoring Year 1 (MY1) Report dated
September 2021, submitted in support of your request for the third credit release for the Scout
Mitigation Site. The Scout Mitigation Site is part of the RES Yadkin 01 Umbrella Mitigation
Bank, located approximately eight miles west of Clemmons and five miles northwest of
Bermuda Run, in Davie County, North Carolina. The 13.22-acre project presents stream
restoration and enhancement generating 2,918 warm Stream Mitigation Units (SMU), after non-
standard width buffer adjustments, along Hauser Creek and two unnamed tributaries in the Upper
Yadkin Watershed of the Upper Pee Dee River Basin (03040101). The purpose of this letter is to
confirm the MY1 release of credits for this mitigation site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Agreement to Establish
the RES Yadkin 01 Umbrella Mitigation Bank, approved December 4, 2019; and the site -specific
Scout Final Mitigation Plan dated August 2019, ten percent (10%) of the mitigation site's total
restoration and enhancement credits shall be available for sale immediately upon completion of
the required tasks pursuant to the Mitigation Plan.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for the MY credit release for all parcels within the bank; and 291.8 SMU's
constituting 10% of the mitigation site's total restoration and enhancement credits are now
available for sale. Including this credit release, 1167.2 SMU's have now been released for the
Scout Mitigation Site which totals, 40% of the approved credit.
During the NCIRT review of the MY report the following comments were by agency
representatives regarding concerns noted with the MY conditions:
USACE comments:
1. Retaining comment from As -Built review so that black walnut will continue to be
managed throughout monitoring - In order to address concerns regarding changes
made to the planting plan (including species planted), RES staff will begin removing
all black walnut stems throughout the site, including within vegetation plots.
2. In future reports, please include a list of the species that were in the supplemental
planting and identify areas that were supplementally plant on the CCPV.
3. Please identify all repair areas on the CCPV in future reports. It would also be helpful
to discuss the condition of the repair areas in the narrative.
4. Several plots had only 2 or 3 species and were dominated by a single species.
Recommend selecting species that will increase diversity in future supplemental
plantings. Appreciate that this is being done for the area around veg plot 4. Was the
51 sycamores in veg plot I a typo?
DWR comments:
1. Please list species installed as part of supplemental planting efforts. This was done for
Twiman, but not Scout or Compass Point.
2. All three projects had some veg plots with only 2 or 3 species present. Since this is
only MY1, please consider species diversity when potentially supplemental planting in
these areas.
With the MY review by the IRT and subsequent credit release completed, please move
forward with providing the appropriate bond for the monitoring phase of the project as approved
in the Scout final mitigation plan/UMBI. This involves releasing the MY1 Performance Bond
No. SUR0069926.
