Irwin Creek Tributary to Remount Road Wastewater Improvements Project Supplemental PCN Information B.3a. - The proposed Irwin Creek Tributary to Remount Road Wastewater Improvements Project corridor beginning from the west, the corridor starts at the Revolution Park Golf Course at the Irwin Creek Greenway and crosses Irwin Creek then extends southeast across Interstate 77. The corridor branches to the north and south near Toomey Avenue and Remount Road. The northern branch follows Toomey Avenue to W Tremont Avenue where it follows Tremont Avenue to a terminus at S Tryon Street. The southern branch of the corridor extends through Southside Park where a lateral line crosses the unnamed tributary to Irwin Creek. Other branches follow Remus Road, Basin Street and portions of Brookhill Road, S Tryon Street, Dunavant Street, Distribution Street, Baltimore Avenue and Griffith Street. The corridor is approximately 2.5 miles in length. Land use within the corridor includes parkland and greenway, residential, commercial and industrial. B.3e - The Irwin Creek Tributary to Remount Road Wastewater Improvement Project is intended to rehabilitate the existing Remount Road Sewer Basin connecting to the existing Irwin Creek Sewer Basin, North of 1-77. The Irwin Basin Tributary to Remount Road Sanitary Sewer Improvements Project is a design - build contract intended to increase the capacity of the Remount Road Sewer Basin. As large portions of the city are being rezoned as Transit Oriented Development (TOD) districts, and many development projects are planned for the area, the basin is anticipated to continue to see increased population growth, causing capacity restraints on the existing sewer system to meet the needs of the growing population in an urban area. Based on provided GIS mapping, record drawings and survey, the existing Remount Road Basin consists of 8-inch, 10-inch, and 12-inch vitrified clay pipe (VCP), connecting to existing 36-inch VCP just west of 1-77. All sewer lines are owned and maintained by Charlotte Water. This project includes segments of gravity sewer to be replaced in place within the Remount Basin area, as well as a stretch of proposed sewer main crossing 1-77, through Southside Park. The proposed alignment consists of approximately 14,000 linear feet of 8-inch to 30-inch sewer pipe. The replacement sewer lines will be constructed in NCDOT and CDOT rights -of -way, along W. Tremont Avenue, S. Tryon Street, Brookhill Road, Dunavant Street, Remus Road and Griffith Street and through properties owned by Mecklenburg County. (Attachment A — Figure 1). The proposed alignment will tie-in to the existing 36" Irwin Sewer Line located just West of Irwin Creek. The wide Irwin creek crossing is needed to construct 3 parallel pipes for the inverted siphon. The pipe sizes are 10", 18" and 18" respectively with spaces between them. Space will also be needed to block the flow and set up bypass properly. The inverted siphon is needed because an aerial crossing would be below the 2-year flood elevation. In addition, the bridge over Remount Road is approximately 1,200 linear feet upstream of this sewer crossing and could be impacted due to the potential rise that the presence of an aerial crossing will cause. There is also the golf course on east side of the creek and greenway on the west side of the creek, so the contractor will need to cross the creek during construction to install both siphon inlet and outlet structures while minimizing the impact to the surrounding areas, hence a wider crossing at this location will be needed. The construction of the project will require heavy equipment such as back hoes, bulldozers and other earth moving equipment. See attached permit plans for details.
