The Corp concurs with the DMF/WRC agreement to allow DOT to do in-water work (remove
temporary work bridge pipe piles) through the 08March 2022 date on the Hardy Bridge
project. Reference and implement the conditions DMF provided in their response below as
guidance on how to proceed with the proposed work. If you have any questions or comments,

DWR agrees to allow in-water work as needed for the removal of the temporary piles through March 8 as stipulated by

Good afternoon Garcy,
DMF's concerns are similar to those raised by WRC. Many anadromous species are present in this area of the
Neuse River throughout March, with migration timing depending on species (some arrive earlier in the month,
some later). With that in mind, DMF has concerns with the potential impacts associated with moratorium relief
request. Using a vibratory hammer on steel pilings has the potential to result in underwater noise that can cause
impacts to fish species that can be as minimal as areal avoidance or as significant as injury and/or mortality.
Taking the above into consideration, DMF would be amenable to granting a three-week extension into the
moratorium period, through March 8th. DMF would also recommend that when the vibratory hammer is being
used, ramp up methodology should be used (starting hammering at a lower strength and gradually increasing).
This will help to minimize impacts by creating sound loud enough to encourage fish to avoid the area, but not
loud enough to cause immediate damage (ideally). Incorporating this measure is especially important for work
that occurs during the moratorium.

The information you requested in noted below in red.
Just to give a little more information, all the pile removal will not be done at one time. The plan is to construct the
column and cap from each bent then remove the “finger”. This will have the contractor working a week on constructing
the new structure utilizing the work bridge then a week removing the work bridge until all three bents are complete. Let
me know if you need any additional information.

Can you provide a little more information to include the following:
Methodology – will the piles be vibrated out? Vibratory Hammer
Anticipated amount of time to remove a pile Depends how hard they are to get moving, but 45min-2hr/Pile
should be a good average.

Amount of time between each pile removal Variable (30mins-4hrs), as the concrete panels and beams will
have to be removed in conjunction with the piles. Then you will have times where it may be a week between
removing one finger to the next due to construction of the column and cap.
Number of piles to be removed per day or week Variable, should be able to remove a finger in about a week
which would equal 6 piles/week.
Once I receive your reply I will forward it to Travis Wilson with WRC for his comments.

English is requesting permission to remove (18) 24” pipe piles that I have highlighted on the attached PDF for fingers 1,2
& 3 . Their requesting to continue pile removal through the end of March, which will be a month and a half into the
moratorium. Is there a chance this could be approved? Let me know what your thoughts are or if you have any
questions.
