NE), SR 1615 (25� Ave. NE), SR 1659 (23`d Ave. NE), and SR 3008 (24`" St. Dr. NE), Catawba County Dear Mr. Kichefski: The North Carolina Department of Transportafion requests autharization to replace five deteriarating pipes on state maintained roads, SR 2303(23Td Ave. PL NE), SR 1615 (25�' Ave. NE), SR 1659 (23`d Ave. NE), and 5R 3008 (24�` St. Dr. NE) located in a subdivision off of Springs Road NE in Catawba County. NCDOT proposes to replace the following pipes on: • SR 3008- replace the e�sting 50-foot, 48" CMP with a 52-foot, 60" RCP. The existing pipe is perched appro�mately 2 feet and is �2.4% slope. A 5-ft wide x 10-ft long scourhole has formed at the outlet. To bury the pipe to meet permit conditions would result in a steeper slope of; tUerefore, it is proposed to place the pipe in1eY at streambed elevation and leave the new pipe perched, with the construcrion of a"rock ladder" to provide limited aquaric passage. • SR 2303 (east of SR 3008)- replace the existing 52-foot, 48" CMP with a 56-foot, 60" RCP. The existing pipe is on a 3.9% slope and a 6-ft wide x 15-ft long scourhole has formed at t}ie outlet. Due to tbe steep slopa, it is proposed to place the inlet and ouUet at streambed elevation and embed large riprap into the existing scourhole to provide energy dissipation. • SR 2303 west of SR 30081- replace the e�stiug 60-foot, 48" CMP with a 56-foot, 48" RCP. NE), 1615 (25`" Ave. NE), 1659 (23`a Ave. NE), and 3008 (24"' St. Dr. NE) Page 2 March 12, 2074 Due to the site conditions at three of the locations, NCDOT request a waiver from the Regional Conditions 2(b)(e) permit depth specificafion for the construcrioa of this project. Temporary cofferdam pumping systems will be used to divert the streams around the construction sites as needed. Any azeas affected by the temporary cofferdam will be restored to pre-project conditions. The scope of the work will result in a total of 89 feet of permanent impacts to three unnamed tributaries to Snow Creek, which is classif'ied as Class C Waters by the N.C. Water Quality Section:( Cumulative impacts to la` unnamed tributary = 59 feeY; 2"d unnamed tributary = 15; 3`d unnamed tributary = 15 feet). The project is not located within % mile of any critical watershed azea nar is any of these roads a rura) or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill basin checklist. This office has conducted a GIS and field survey for the project threatened/endangered species on February 4, 2014. The federally listed species for Catawba County (LISFWS listed date September 22, 2010) include dwarf-flowered hearHeaf (Hexastydis nanfflora) and schweinitz's sunflower (Helianthus schweinitzii). National Heritage Program records document the nearest heartleaf location 2 miles northwest of the proposed project area. The heartleaf is usually found on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy areas near springheads. There is no suitable habitat in the proposed project area and no heartleaf species was observed within the project footprint. Natural Heritage Pmgram records document the nearest Helianthus Schweinitzii location approximately 17 miles southeast of the proposed project area. Although the survey was conducted outside of the optimal survey window, no plants were observed and the site is located in a regularly maintained NCDOT right of way in a residential neighborhood; therefore, no impact on the species is anticipated. The State Historic Preservation office resources and the National Register of Historic Places were reviewed for historic sites in the vicinity of the project. A delineated historic site (per Arcmap) is located in close vicinity to the road crossings; however, will not be impacted by the pipe replacements. The project has been submitted to the cultural resources office for review. The proposed project has been reviewed/cleazed for Historic Architecture (4/5/14). (Project Tracking # 14-02-0033).
