Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site is currently undeveloped agricultural and forested land. It is located at the southeast corner of 1-85 and US-64, but the remaining vicinity is a mixture of undeveloped, agricultural, rural residential, and institutional. 4b. Explain the purpose of the proposed project:* The 1-85/US-64 areas has been targeted for industrial development in the Davidson County Land Use Plan since approximately 1999, which has now been made possible by the availability of sewer on site provided by Davidson County in 2021. The site was identified as an economic development priority of Davidson County and Davidson County Economic Development Corporation. The site will be developed as an industrial warehouse in support of this effort. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project is an approximately 272,000 square foot warehouse and distribution facility with associated employee parking, truck/trailer parking, utilities, and stormwater control facilities. Construction will be performed by standard commercial construction equipment. No specialized equipment not regularly seen on commercial projects is anticipated. 5. Jurisdictional Determinations 5a. On August 27, 2021 Mr. Chris Hopper of the USACE confirmed that the aquatic resources delineation has been verified by the Corps to be a sufficiently accurate and reliable representation of the location and extent of aquatic resources within the identified review area. The location and extent of these aquatic resources are shown on the attached delineation concurrence exhibit, labeled "Feature Exhibit Centerpoint 85 Warehouse" and dated 7/23/2021 without revisions. 6. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Plans were designed to limit impacts by shortening the trailer storage along the rear of the building. The designs also utilize a retaining wall to accommodate the grade required along New Bowers Road, which adjusted the overall development closer to the street and therefore avoided additional impacts to wetlands and streams. The remote trailer parking lot is accessed by a drive which ties directly into a location where impacts to the stream and wetland were already required for grading for the structure and rear site access. This location was chosen to avoid additional impacts to the stream for a second stream crossing. Appropriate sediment and erosion control practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual' will be used to minimize impacts to the jurisdictional features. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Specific attention will be paid to ensure grading is only performed to the extent needed for the proposed project and all grading not required will be avoided. Northing and Easting coordinates will be shown at the limits of the stream impacts and linear wetland impacts on site plans. Additional impacts to the jurisdictional features will be avoided through the use of appropriate sediment and erosion control devices. 2.
