PROJECT SUMMARY: The applicant proposes to reconfigure and add height to the existing low profile riprap shoreline, construct a new bulkhead, construct a new riprap off shore sill, completely replace an existing platform, and extend an existing pier landward. Project Setting The project site is addressed as 698 Grandy Road, Grandy, Currituck County, and is adjacent to North River just south of Duck Creek. This site is used primarily as an access point for the historic Waterfowl North River Hunt Club. The project site can be accessed by driving 0.5 mile on soil paths beginning at the southern end of North River Landing Road. The lot is 31,283,049 ft2 (718.16 acres) in size with the majority of it vegetated by Coastal and USACE Delineated 404-Wetlands. The parcel contains several man -mad canals leading to waterfowl impoundments throughout the lot. The proposed project area is a narrow strip of high ground that is approximately 50,000 ft2 creating an soil road which extends from the main road to the shoreline area and has an elevation approximately 2' above NWL. Connected to the high ground area is a docking facility authorized under CAMA General Permit 58674A & CAMA General Permit 61762A consisting of a 141' x 6' pier and 5 formalized slips consisting of a boatlift located on the northern side and 4 mooring piles on the southern side. Also on the property, separate from the docking facility, located at the northern side of the high ground area on a small natural basin at the mouth of a man made canal, is a 40' x 8' platform. Further up the manmade canal, outside the project area but within the parcel, is an 8' x 32' platform and a 42' x 22' boathouse. According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of Dorovan mucky peat. Based on available information, no archaeological sites are on or near this property. Vegetation includes 404-wetlands, coastal wetlands, and trees. The adjacent riparian property to the south contains a single family dwelling and a riprap shoreline despite the majority of the lot being 404 wetlands. The adjacent property to the North (located over 3.5 miles away from the project site) is an undeveloped area made up of 404 and coastal wetlands owned by the State of North Carolina. The location of the proposed work is within North River which connects to the Albemarle Sound, and is classified as Joint waters by agreement with the Marine Fisheries Commission and Wildlife Resources Commission. The Division of Environmental Management's water quality classification for this area is SC and it is closed to shellfish taking. Water depths within the project site range from -0.5' to -3.7' and average -1.5'. Submerged aquatic vegetation, as per DMF's definition, was not observed during the site visits which were not conducted during the peak growing season. Cates & Broome (North River Hunt Club) Field Investigation Report Page 3 Develooment Prol,osal To prevent further erosion and to protect the soil road providing access to the existing docking facilities, the applicant proposes to reconfigure and add to the height of an existing riprap shoreline. The proposed reconfiguration of the riprap will condense the existing riprap footprint along 559' of shoreline, which has expanded through the years over the course of many storms to a footprint which is >25' wide in certain areas, to a width no wider than 16' at any point along the alignment. The proposed riprap will be 3.5' above NWL. As part of the shoreline stabilization the applicant proposes to fill 178 ft2 of open water, 1,857 ft2 of high ground which has recently eroded away, and fill 586 ft2 of a delineated 404-wetland fridge immediately landward of the riprap. On the northern end of the riprap alignment, the applicant proposes to replace an existing bulkhead located on a naturally formed basin off of the mouth of a man-made canal. The bulkhead replacement will be 55' long and located 1' waterward of the existing bulkhead. All back -fill material will be from a clean upland source. Immediately adjacent to the newly proposed bulkhead, the applicant proposes to completely replace an existing 8' x 40' platform. Towards the center of the riprap reconfiguration stabilization effort, the applicant proposes to extend an existing 6' wide pier, of which the base area has eroded away, landward 8' to reach the high ground area for ease of access. Lastly, the applicant proposes to construct a 206' long sill located 5' waterward of coastal and 404' wetlands. The proposed sill will be constructed of riprap with a base width of 16', a height of 4.5' measured from the bottom substrate, and have one 5' gap which does not extend to the bottom substrate. The riprap sill is proposed in an area which is unknown to contain SAW fisheries habitat at the time of submittal of this report. The water depth in this area averages 1.7' measured from NWL. Anticipated Impacts • The re -configuration of the riprap along the proposed alignment will result in the filling 9,122 ft2 of the PTA and EW AEC with clean fill from an upland source along 559' of the shoreline, filling 1,857 ftZ of high ground and 586 ft2 of USACE delineated wetlands in the ES AEC. • The construction of the replacement bulkhead along the proposed alignment will result in the filling of ±55 ft2 of the PTA and EW AEC with clean fill from an upland source along 55' of the ES AEC. • The replacement platform and pier extension will shade 368 ft2 of the PTA and EW AEC. • The riprap sill will fill 3,296 ft2 within the PTA and EW AEC. Submitted by: Robert Corbett Date: 2/2/2022 North River Hunt Club CAMA Project Narrative North River Hunt Club is owned by Cates and Broome and the Managing Member for the ownership entity is David Alban. The primary use of this North River fronting property is a waterfowl hunt club. Sheet 1 of the CAMA plans identifies the all of the property owned by Cates and Broome. The Project Site (see box on Sheet 1) and the permit request is for a single parcel which constitutes the hunt club. Adjacent riparian owners that have been notified via certified mail include: Jerry Wright, Pem and Tom Gregory and The State of NC (which is a significant distance to the north of the Project Site). The primary purpose of this permit request is to stabilize the shoreline and an adjacent earthen road that leads to a pier and small existing mooring area and associated platform. Much of the shoreline already has rip rap, but this is now a low -profile riprap scenario that consists of small pieces of concrete. The existing rip rap is frequently overtopped with pieces thrown about during wind events. This causes ongoing frequent scouring and erosion of the earthen road which is the only accessway to the mooring area. Sheet 2 is our existing conditions page. The proposed work includes a consolidation of the existing material to a footprint that is 16 ft wide and this will be topped with large pieces of granite (see Sheets 3 and 4). Also proposed is a new section of rip rap sill that is east of the existing rock. This will be waterward of the adjacent coastal/404 wetlands. There are two small areas of Section 404 wetlands that would be impacted with this permit request that total 586 sq.ft. The wetland areas have been identified by US Army Corps representatives (Raleigh Bland and Josh Pelletier) on 10/25/2021 and surveyed by Quible. These areas are identified on the Plans. USACE expressed support for these minor impacts during our Site visit that also included Robert Corbett from NCDCM. The area of new rock (where none exists) is approximately 206 ft long. This is an offshore sill that is shown just waterward of the adjacent wetlands. This new section proposes a drop -down rock section to allow circulation of water and support of aquatic habitat. This is essentially a living shoreline section. The height of the rock is proposed to be 3 ft above NWL which is about 2 ft above the adjacent wetlands (see details on Sheet 4). The project also proposed rebuilding of the existing 40 ft x 8 ft platform (see photo) and a 55 ft long bulkhead adjacent to the platform. And, there is a landward pier extension proposed since there has been a significant amount of erosion around the pier in recent years and 8 more feet is needed to access the pier from the landward side. Our survey work included water depth and SAV transects. There was no rooted SAV proposed in the proposed rock or structure footprints. There was only minor scattered Widgeon grass and Eurasian Milfoil identified in water that was between 1.75 ft and 3.0 ft deep.
