Re: Charles Luck Stone Center Raleigh j
Wetlands Permit Application
Dear Ms. Dennison,
The Charles Luck Stone Center is relocating to Capital Boulevard in Raleigh, NC,
and aspects of the property development plan require the need for a wetlands permit
application. The enclosed documents include a Pre - Construction Notification (PCN) for
Nationwide Permit 7 for shoreline impacts to allow a stormwater management structure.
There are also minimal impacts to an established RPA for this water - related activity.
The Charles Luck Stone Center is requesting authorization for this activity under
a general permit from NCDENR in association with the NWP from the Corps. Forms
and plan sheets are enclosed, as well as a check for the permit fee.
If I may be of further assistance, please call (804) 476 -6404, or contact me via
email ( markdwilliams @luckcompanies.com).
Respectfully,
Mark D. Williams

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed Impacts in designing project
Except for the 20 square feet of impact to Gresham Lake, all construction was designed to remain outside of the stream buffer Due to the terrain of
the site, construction of stormwater treatment facilities requires an outfall into the Lake An inverted nser is being constructed to reduce the size and
velocity of the energy dissipater
lb Specifically describe measures taken to avoid or minimize the proposed Impacts through construction techniques
The sediment detention basin was designed to remain outside of the lake's buffer zone The presence of a slope at the water's edge will require the
use of some nprap below the ordinary high water mark With the use of a temporary dike, all equipment can be kept out of the lake during construction
