The Clemmons #1 Lift Station (CLS) will be upgraded and a force main constructed to the new Harper Road Lift Station (HRLS) A new force main will connect the HRLS to the existing Muddy Creek interceptor The capacity issues are localized lift station issues and will not change the currently permitted capacity of the Muddy Creek Wastewater Treatment Plant Enclosed is an application for a Section 404 Nationwide Permit 12 and a Section 401 Water Quality Certification No 3884 The CLS force main will generally parallel an existing sewer line (primarily on the upslope side) along Blanket Creek, and then parallel the stream for 1,145 feet to the new HRLS site The HRLS force main will also parallel Blanket Creek for a short distance before running along existing roadside rights -of -way and then along existing sewer outfall easements to the Muddy Creek interceptor The alignments of the force mains were chosen to avoid numerous conflicts with existing infrastructure along roadsides and reduce the length of force main required An environmental assessment under the State Environmental Policy Act was prepared and a Finding of No Significant Impact was issued on December 12, 2013. The force main routes primarily run along existing sewer easements or roadside rights -of -way, which minimizes impacts to streams and wetlands. Impacts to waters of the U S are 335 linear feet of temporary stream impacts associated with 11 crossings (7 perennial and 4 intermittent) Wetland impacts total 104 acres, including 0.825 acres of temporary impacts and 0 215 acres of permanent impacts. Permanent impacts include forested wetland areas that would be cleared for construction and remain cleared within the permanent 15 -foot maintenance corridor.
