No New expiration date: 1 August 31, 2026 FACILITY OVERVIEW: This facility is 100% domestic waste and treats a subdivision serving 42 homes and a population of 106 people. The facility has a permitted and as built flow rate of 0.0315 MGD. The treatment system includes the following wastewater treatment components: • Influent pump station • Bar screen • Equalization basin • Digester • Aeration basins (2) • Rectangular clarifiers (2) • Tertiary filters • UV disinfection units (2) • ISCO flow meter • Sludge holding tank • Emergency generator APPLICATION The application does not indicate any changes in the facility or treatment since the last renewal of the permit. The treatment system is operated by Aqua North Carolina, Inc. The annual average daily flow is indicated as 0.007 MGD over the last three years, so the facility is operating at well below its designed and permitted capacity. INSPECTION The most recent inspection (03/06/2019) did not note any major issues with the facility. The inspection did note that the permittee needed to address erosion of the gravel road leading to the facility in order to assure access to the facility. The inspection noted that due to low flow only one train of the two train treatment system was being utilized with the exception of both sides of the sand filter being used. REVIEW OF PERMIT LIMITS: Flow - The facility is operating on average at around 30% of the flow allowed by the permit. None of the 61 monthly average values was above 0.0092MGD. Ammonia Nitrogen Limits - There do not appear to be any issues with no limit violations over the permit term. The WLA spreadsheet shows more stringent limits, however, the Division approach with treatment systems < 1 MGD is to maintain limits no more stringent than 2/4 (1999 Ammonia Policy Document). This is due to the BAT standards for these small systems. The current permit requires monitor weekly for NH3-N and has summer effluent limits of 2 mg/L (monthly average) and 10 mg/L (daily max) and winter limits of 5 mg/L and 25 mg/L. A recent review by Division staff has noted that 15A NCAC 2B .0404(c) requires that winter waste load allocations for oxygen consuming waste be no less stringent than 2 times the summer waste load limit. To meet this rule requirement the winter limits for NH3-N are being adjusted to 4 mg/L and 20 mg/L in the draft permit. Melbille Heights WWTP Fact Sheet NPDES Renewal 2021 - November 23, 2021 Page 2 While there could be some impacts with this change, based on the data reviewed from the previous permit cycle it appears that the proposed change in limits can be regularly attained with the existing system. The maximum winter value over the last permit was 4.83 mg/L which is well below the new daily max of 20 mg/L. Only two monthly average (MA) values were more than 0.73 mg/L with the max MA being 3.6 mg/L. This would indicate that a MA limit of 4 mg/L should not cause issues. This is obviously an area of change that should be reviewed closely. COMPLIANCE: During the permit cycle this facility had no assessed violations (NOD, NOV) and no enforcement actions. BIMS data indicates five frequency violations, but these did not result in any actions. All of these instances were a result of monitoring that wasn't conducted during Holidays and the regional office staff addressed the issues with the ORC. Changed NH3-N to 1 & 5 mg/L and Fecal to 200. Effluent monitoring for TRC, TP, TN and Temp and added U/D monitoring for Temp, Fecal, Conductivity and DO. • 1992 Staff Report - Asked to add TN and TP monitoring due to proposed downstream impoundment (Randleman Lake). Noted the facility accepted waste from 55 homes. Also indicated that impoundment for lake would impact the WWTP location in the future and they were negotiating for land to relocate. • 1992 Permit renewal - in addition to the numbers in the 1992 WLA, included DM limits for BOD - 17 and TSS - 45 mg/L. • 1996 Permit Renewal - NH3-N MA limit increased to 2 mg/L. A number of parameters (BOD, TSS, NH3-N, Fecal) have monitoring frequency changed from 2/month to weekly. • 2001 Permit Renewal - First permit issued to Aqua (Aquasource). Permit changes surface water classification to WS-IV. NH3-N limits include summer and winter MA of 2 & 5 mg/L. Permit notes high TRC levels and potential to add limit in the future. • 2004 - Name Change to Aqua North Carolina, Inc. • 2006 Authorization to Construct (3/6/2006) - Replacement of treatment system and installed UV disinfection. • 2006 Permit Renewal - Added DM limits for NH3-N of 10 and 25 mg/L. Added TRC DM limit of 17 µg/L effective in March 2008. Application notes the system serves 37 homes and 93 people. • 2011 Permit Renewal - Permit adds nutrient reopener clause. Regional Office staff notes the discharge is submerged in the upper leg of Randleman Lake and requests removal of upstream and downstream monitoring. For 100% domestic facilities like this one, the Division modified EPA's Form 2A and posted the new form on the website in mid -late March of 20211 believe. This question came up a few weeks ago from another staff member and I believe John stated that we would look at these on a per -permit basis for applications submitted before/around this time as the website kept being updated as decisions were made. However, I would definitely say that anything submitted since April 2021 will likely need to be resubmitted on the new forms as our website had been completely updated by then.
