Dear Mr. Beaver:
This letter is to inform you that the Division has finalized its review and the comment period is now
closed for NPDES permit NC0037371. A final copy of the permit is attached to this letter. This permit is issued
pursuant to the requirements of the North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency dated December 6, 1983.
The following list has been included to outline the changes that were addressed in the draft permit.
These changes remain in the final permit.
> Quarterly monitoring for Total Nitrogen and Total Phosphorus has been included in the permit. The
Division has included these monitoring requirements for all dischargers in the Yadkin Basin. The
results of this additional monitoring will be used in the development of a nutrient management
strategy for the Yadkin Basin.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. In addition, this permit does not affect the legal
requirement to obtain other permits which may be required by the Division of Water Quality or permits required
by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local governmental
permit that may be required.

Summary
The facility has requested a permit renewal with no modifications. Cooper
Environmental sent in letter concerning facility operations dated July 22,1999.
The letter stated that the wastewater treatment train at the above mentioned school
is to be modified to include tertiary filters. Plans and specifications are currently
under review by the NCDENR in accord with conditions stipulated in SOC (EMC
SCO WQ 98-0111).
The following notes were taken during the review of the application package:
• 303(d) List Review: Patterson Creek is not listed on North Carolina's 1998
303(d) List.
• Review of Basin Plan: Patterson Creek is not listed in Basin Plan.

• Wasteload Allocation (prepared 2-27-92) : Limits were determined to be
secondary. No instream monitoring was recommended.
• Staff Report (prepared 2-25-99): Facility is rated as a class II facility.
Region noted that the school system has requested an SOC for the WWTP at
North Iredell High School. The WWTP has been unable to meet the effluent
limits of the existing permit. Region recommends that the permit be renewed
as requested.
• SOC (signed 1-26-99): Facility must complete construction of facility
upgrades by January 4, 2000 and attain compliance with final effluent
limitations by March 1, 2000. SOC allows facility to receive relaxed BOD
and TSR limits while modifications are being made to existing facility.
• DMR Review:
The following is a summary of the monthly average levels reported during
1998 to April 1999:
Numerous BOD and TSS violations 1998 and 1999
BOD levels range from 8.8 mg/1 to 58 mg/1
TSS levels range from 2.67 mg/1 to 33.6 mg/1
Fecal Coliform levels range from 2.0 #/100m1 to 540 #/100m1

currently under review by the NCDENR staff in Mooresville in accord with conditions

Iredell High School. The WWTP has been unable to meet the effluent
limits of the existing permit. It should be noted that the SOC has
not yet been approved and signed by the Environmental Management
Commission.
It is recommended that the permit be renewed as requested.

Sludge Management Plan

We waste sludge daily at this facility into our aerated sludge holding tank and
feed it back to the plant as needed. Any excess sludge that we accumulate is pumped out
and hauled to McAlpine Waste Water Treatment Plant in Pineville, N. C. by Sigmon
