Dear Mr. Hennessy:
The NPDES permit for the Buckeye Creek WWTP (NC0087963) became effective June 1, 2020.
According to this permit, the discharge location into Thunderhole Creek is 36.123164° N,-
81.712198° W. The Bluffs at Blowing Rock Property Owner's Association would like to relocate
the proposed WWTP to flatter ground. Consequently, the discharge point into Thunderhole Creek
would be relocated to 36.1258° N, -81.7139° W. The distance between these two coordinates is
approximately 1,162 ft.
According to an email from Charles Weaver dated September 17, 2021, the relocation of the
outfall is considered as a minor permit modification and would not require the recalculation of
any permit limits or monitoring frequencies since Thunderhole Creek is classified C waters for
its entire length. We would like to formally request that the NPDES permit map be updated to
show the new proposed discharge location as 36.1258° N, -81.7139° W.
