( ACUTE TOXICITY TESTING REQUIREMENT (QRTRLY) Fathead Minnow 24 hr - No Significant Mortality The permittee shall conduct acute toxicity tests on a quarterly basis using protocols defined in the North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity In A Single Effluent Concentration". The monitoring shall be performed as a Fathead Minnow (Pimephales promelas) 24 hour static test, using effluent collected as a 24 hour composite. The effluent concentration at which there may be at no time significant acute mortality in any two consecutive toxicity tests is 90% (defined as treatment two in the North Carolina procedure document). Effluent samples for self -monitoring purposes must be obtained during representative effluent discharge below all waste treatment. The first,test will be perfoimed afters thirty days from issuance of this permit during the months of N All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGE6C. Additionally, DEM Form AT-2 (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from either these monitoring requirements or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *February 1987) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is ILI % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. Haner, Environmental Chemist Water Quality Section / ARO PAU411441 Comments and Recommendation Proposed WLA # 4986 MSD of Buncombe County NPDES Permit No. NC0024911 MAR 14 1989 PERMITS & ENGINEERING Review of the proposed Wasteload Allocation for MSD of Buncombe County (NC0024911) shows recommended effluent limits for Cyanide and Dissolved Oxygen in addition to those parameters limited in the existing permit. The permit application indicates no detectable cyanide in the discharge. Influent and effluent cyanide measurements to the MSD system on three consecutive dates (October 21-23,1986) all showed no detectable presence (<0.040 mg/1) as conducted by Wastewater Services, Inc., (Certified Laboratory). Also, metal plating pretreatment programs in the MSD service area require cyanide destruct systems (C12) with routine analysis and reporting under the MSD pretreatment program which as effectively operated appear to support the 1986 data. Unless the proposed limit is derived by hard data, it is recommended that the permit require only monitoring (quarterly) of this parameter at this time. Limits should be included in the permit at a later date when the monitoring data indicate the need. As you are aware, MSD discharges to a flume line which serves its new hydroelectric plant. The point of discharge to the flume is approximately 1/4 mile upline from the turbines. The proposed effluent D.O. limit is intended to protect WQ standards in the flume which reportedly contains a substantial fish population. No WQ problems are projected in the River downstream of the Hydro plant. Also, there is no indication WQ problems in the flume to date. Rather than place an effluent limit in the permit at this time, it is recommended that MSD be required to provide both effluent and in -flume monitoring (daily & weekly) with the appropriate D.O. limits entered in the permit as result of these data; assuming no other control measures are viable or effective.
