9. PROJECT DESCRIPTION:
The applicant has requested that the subject CAMA Major Permit application be processed under the
Express Review Permitting Program. The project site is located at 12 Sweeney Street, adjacent to
Banks Channel, in Wrightsville Beach, New Hanover County. To find the property, take Highway 74
(Eastwood Road) east from Wilmington to Wrightsville Beach. Cross the draw bridge at Wrightsville
Beach and continue east. Turn left onto Lumina Avenue and then take a left onto W. Columbia Street
(Columbia Street is a one way road that circle back around to Lumina Avenue). Continue along W.
Columbia and turn left onto Sweeney Street and the property will be located on the corner of Channel
Drive and Sweeney Street. The lot is approximately 0.13 acre with roughly 50' of shoreline frontage. The
lot averages 3'-7'above the Normal Water Level (NWL). The shoreline is stabilized by a concrete bulk-
head. The upland portion of the site is currently developed and contains asingle-family residence. The
property owner currently maintains a pier, platform, gazebo, floating dock and boatlift adjacent to the
property. There are no coastal or "404 type" wetlands located on or adjacent to the subject property.
The Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent
high ground portion as Resource Protection. The waters of the Banks Channel, which are included in the
Wrightsville Recreational Area, are classified as SB# by the N.C. Division of Water Quality. They are
NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are
CLOSED to the harvest of shellfish.
PROPOSED PROJECT: The applicant proposes to construct a 13' x 14' boatlift along the southern
side of the existing gazebo and floating dock. The construction of the boatlift would result in the creation
of three (3) boat slips, thus requiring the applicant to apply for and receive approval through the CAMA
Major Permit process. Water depths in the vicinity of the proposed boatlift range from -3.0' to -5.0'
Mean Low Water (MLW). The proposed lift would encroach into the adjacent property owner's area of
riparian access, however the southern property owner has signed a waiver allowing the applicant to build
up to the line of riparian access.
According to the work plat drawings provided by the applicant's agent, the proposed structure would be
located within'/4 of the width of the waterbody and within the established pier-head aligrunent.
10. ANTICIPATED IMPACTS
The proposed finger pier and boatlift would incorporate an additional 182 square feet of estuarine waters
and public trust area. The proposed structure would be consistent with the New Hanover County Land
Use Plan. Minor increases in turbidity can be expected during construction.
