This parcel consists ofapproximately I0Ol)1acres and will include a public road with the ability for future expansion. The site will be redesigned to hold S bwi|dingsonsite for the use by the Union County Public Works department, The property isTax Parcel No. 09-399f0X6.The site contains a mixture of land types with agricultural in the northern corner of the site, a pond/lagoon just to the northeast of the proposed shops building and a small tract of land along the northern most property line that is within the 180 yearflnodp|ain. The site iscurrently wooded along frontage with GnWnnine Road and is moderately sloped in along the frontage and heavily sloped iothe back ofthe property, The predominant uzU types within the proposed limits of construction are {Jd channery silt loam and [id -Urban land complex (as taken from the Web Soil Survey 2.l—National Cooperative Soil Survey by NRCS).The [idsoils are both Hydraulic Group U. The site will encounter two phases of erosion and sediment control management, beginning with an initial clearing, grading and infrastructure placement (initial phase). The final phase (stabilization phase) will include paving and stabilization of the site. Given the moderate amount of grading work that will take place, the majority of the erosion control is best managed through the use of sediment basins, with temporary diversion ditches to help channel 8n»v to those ponds. Accessory features such as inlet protection, silt fence, and concentration outlets will also be used toassist with bypass areas and smaller areas of concentrated flow. Sediment Basins 1 and 2 have been specified for both phases of erosion control. Once the removal of erosion control measures is granted, these basins will transition into BMP ponds, with basin 1 becoming a dry detention pond and basin #2 becoming a wet detention pond. B. STORMWATER MANAGEMENT Pre and Post development flows were analyzed for the full site, including offsite drainage, to a single area of property line discharge to determine if Stormwater detention would be necessary. Pre and Post Development runoff summaries can be found in Section V| of this project report. All xtornnmmter runoff will be routed to the northwest corner nfthe property beside Go|dmine Road. The new impervious areas within the new construction limits will all be routed, via cLonn drain infrastructure, to the large wet pond before releasing over a |ovp| spreader and into the branch of the East fork of Twelve Mile creek located to the south and west of the site via closed and/or open storm conveyance systems, Changes to the drainage where the new Operations Center entrance road ties |ntoGo|dmine Road are being done to allow the larger offsite drainage basins to bypass the site as clean water, The back portion of the site that is being left alone for possible future use is being routed into a drypond. While the wetpond is being used to treat the new impervious areas both qualitatively and quantitatively, the drypond will only function as a rneans of detention and due to no new impervious, wiM not be needed at • PW Operations Center • gineering Project Report Project Summary • e analysis shows that the flows from the post -development condition meet those from the pre- velopment condition at the same property line point of discharge. C. WATER QUALITY All of the new and existing impervious for the site has been designed to collect into the new storm drain systems 200 & 300. With the help of some swales, this runoff is designed to discharge into the forebay of the BMP wetpond. This pond is designed to collect the first 1" runoff volume and release over a minimum of 48 hours. The Stormwater has then been designed to release to a level spreader to help return the concentrated runoff back to a sheet flow condition before leaving the site. Calculations for the first flush are provided in section V of this report, with the higher level storm events being part of the pre & post analysis in section VI. D. STORM DRAINAGE SYSTEM For the analysis of Storm Systems 200 & 300, RJH utilized a combination of field run & GIS existing topography and proposed lot/road grading to evaluate the storm drain systems. The analysis was conducted to verify that these drainage systems would not surcharge or be beyond capacity due to the storm water runoff for the 25-year, 24-hour rainfall intensity. All of the parking lot drop inlets & catch basins were evaluated for inlet spread using the 1-year, 24-hour rainfall intensity. The drop inlets were then also evaluated for sump conditions using the 25-year, 24-hour intensity as well. Both systems function within the design parameters set forth by Union County and NCDOT for both pipe design and inlet spread capacity. Both systems have been fitted with a properly sized riprap apron at the outflow for energy dissipation. All of the proposed storm drain profiles have been designed to limit the hydraulic gradient line (HGL) to no closer than 0.5' below the weir/rim elevation. 2 separate culvert designs have been proposed on the site, with 1 being a large triple 36" pipe system under the entrance road near Goldmine Road and the other being a single 36" pipe under the same road in the future section. The triple culvert up front has been designed for the 25-year storm event and the single culvert has been designed for the 10-year. Calculations for these pipes are included in the report in section III. E. SANITARY SEWER SYSTEM For the analysis of the sanitary sewer system all internal buildings and main lines will be gravity flow to the proposed pump station this includes 664 feet of 6" PVC SDR 35 line. From the pump station to the tie in point located on the southern side of Goldmine Road, there will be 964 fee of 2" PVC SDR 21 pressurized pipe. This will then tie to the existing 2" line that is currently in use by the existing on site pump station. The existing pump station will be removed from service and taken off line.
