Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the S & J Villari Livestock
WWTF on 1/25/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0016376. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
The following issues need to be corrected within thirty (30) days from receipt of this inspection report in order
for the facility to be compliant with Non -Discharge Permit WQ0016376:
1. The hay bales, stored next to the spray fields, need to be removed as soon as possible.
2. Total Residual Chlorine and pH monitoring and reporting are required weekly on the NDMR.
3. Missing NDMR/NDARs and GW59s need to be submitted as soon as possible.

Inspection Summary:
A routine compliance inspection of the S & J Villari Livestock WWTF was conducted on January 25, 2022. The purpose of
the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0016376. Gerald Matthews, ORC, was present during the inspection.
The synthetically -lined facultative lagoon and spray irrigation system is permitted for 100,260 gpd and is averaging 90,000 to
92,000 gpd. The operator indicated that an increase in production had increased the flow since the last inspection. He also
indicated that some flow might be directed to the methane gas collection industry currently being constructed across the
street.
The construction of the pump station at the north end of the lagoon is completed and in operation. A final Engineer
Certification and a final Operation and Maintenance Plan need to be submitted as indicated in Section I, Schedule 1 & 3 of
the permit.
The following issues need to be corrected within thirty (30) days from receipt of this inspection report in order for the facility
to be compliant with Non -Discharge Permit W00016376:

Comment: Effluent is pumped from the 1.88 MG stainless steel storage tank throuqh the 21,000 gallon
chlorine contact tank before irrigation. The grab samples should be collected at the spigot on
the chlorine contact tank. Currently, Water Agricultural Laboratories, Certification #635, is
analyzing the TRC and PH samples.

Comment: The 2021 Annual Soil Analysis report recommended additon of lime on some of the fields.
Operator plans to have lime applied later this year. Operator uses a daily check sheet to
document operations of the plant and irrigation system. A review of GW59s, since last
inspection in July 2020, show some ammonia exceedances in MW 7 and 9 and nitrate
exceedances in MW 2. There are missing GW59s for July and November 2021. There
are
also
missing NDMRMDARs for July through November 2021. These need to be submitted as soon
as possible.

Comment: There was some ponding observed on unleveled spots on fields #1 and #2. Operator indicated
that leveling of the fields will be done later this year. The fields were cut but hay bales were
being stored in piles on the edge of some fields. These bales need to be completely removed
from the irrigation site as soon as possible. The operation of the center pivot on fields 14E and
14W was observed during the inspection and appeared to be in good condition.
