Mr. Noland:
On July 1, 2021, the Division of Water Resources (DWR) issued a sewer -line moratorium against the
Town of Wilkesboro - Cub Creek WWTP. We issued this moratorium based upon our review of your
self -monitoring reports indicating an average flow for calendar year Jan2020-Jan2021 exceeding the 90%
threshold of the current WWTP treatment capacity.
DWR understands from your letter/report, dated January 18, 2022, that new flow data suggest an error in
the previously reported flows due to equipment failure. A new flow measurement indicates that previous
flows were overstated by 6 %. Your corrected flow indicates 11.8 MGD. Thus, the recalculated flow
averages 4.206 MGD for year Jan2020-Jan2021, or 85.8 % of treatment capacity.
Based on this information, the Division hereby lifts the sewer -line moratorium imposed against the Town
of Wilkesboro - Cub Creek WWTP for exceeding the 90% threshold of current treatment capacity. It
follows that the Town of Wilkesboro — Cub Creek WWTP has met its requirements under 15A NCAC
02T .0118, "Demonstration of Future Wastewater Treatment Capacities."
Please note that future moratoriums may still be imposed for exceeding the 90% threshold of the current
treatment capacity, or if the facility demonstrates an inability to sufficiently treat the volume of
wastewater entering the facility.
