The proposed work involves extension of the force main that serves Pump Station I I located at 950
Penny Branch Road just east of I-40. The force main currently terminates at a manhole on Plank Street
approximately 150 LF east of Jordan Street. The force main will be extended an additional 3,000 LF to
a manhole in the intersection of Plank and Gum Street.
The proposed work is the first phase of a planned three phase project to put the Town of Warsaw in
position to serve the C2NC Biogas facility now in construction on Penny Branch Road just east of where
Pump Station 11 is situated. The Town has obligated 250,000 GPD of W WTP capacity to C2NC for the
new facility. The obligation requires that the wastewater from C2NC must be equivalent (or less) to
normal domestic wastewater and be provided through a C2NC pump station (owned and operated by
C2NC) with a maximum pumping rate of 200 GPM. The first phase force main is the subject of the
attached Fast Track Application. The first phase force main extension will not be placed into operation
immediately upon completion, therefore, the application indicates "zero' flow.
The second phase will consist of C2NC constructing a pump station on their property. The force
main from this new pump station will tie-in to the existing force main from Pump Station 11. The Pump
Station 11 force main runs along the entire frontage of the C2NC property as it makes its way to the Town
of Warsaw collection system. The flow from Pump Station 11 will be re-routed into the C2NC pump
station. Phase 2 work is anticipated to be addressed in a second Fast Track Application at such time plans
for the C2NC pump station have been completed. It is anticipated that the Phase 1 force main extension
will be placed into service upon completion of the Phase 2 work.
Phase 3 (final phase) work will involve modifying Pump Station I 1 from a 180 GPM pump station
to a 45 GPM pump station and installing approximately 1,500 LF of 3" force main from Pump Station 11

to the vicinity of the C2NC pump station to connect to the existing 6" force main. At that time there will
be two pump stations operating on a single force main. At such time Phase 3 work is completed, the
C2NC pump station will no longer re -pump the flow from Pump Station 11. It is anticipated the Phase 3
work will not be eligible for a Fast Track Permit and therefore a much longer review period is anticipated.
C2NC has requested the Town's wastewater system be available to receive the C2NC connection by
June 2022. In order to make service available to C2NC as soon as possible, the Town will need to begin
construction of the force main extension as quickly as possible since this component of the work will
require significant time for installation. The proposed 3,000 LF force main extension will relocate the
current point of discharge from a manhole with 8" diameter downstream sewer lines to a manhole location
with 12" minimum downstream sewer lines. There are no other pump stations downstream of the
proposed point of discharge until the W WTP is reached.
