However, it is not clear how often the results will be reported to the agencies (e.g. quarterly, annually, at the end of three years). DWR would like to see three annual reports, not a single report at the end of three years. Prior to writing the 401 approval, I would like confirmation from the applicant that three annual reports will be provided. Email sent to you yesterday) the following monitoring schedule and reporting requirements are listed: i • Repeat the cross-section surveys quarterly for at least three years and compare data in order to determine changes over time. • Photograph cross -sections during surveys. • Report monitoring results including graphs, tables, and photographs, to regulatory agencies to determine if any changes are needed in the sediment release plan. This is on the second page of the PDF email, in case you only saw the first page. Please let me know if these reporting parameters are sufficient. There is no frequency proposed for submittal of the monitoring results associated with the Monitoring Plan for Downstream Impacts of Sediment Release. DWR would like to see an annual report. Does the anticipated sediment excavation depth extend below 2,440' elevation? [15A NCAC 02H .0502(a)(9)] The majority of sediment to be excavated from the reservoir is above the 2,440' elevation. There is a sediment wedge in the vicinity of the northern end of the dam that will be excavated to an elevation below the invert of the bottom drain (approximately 2,432'). The reservoir water elevation will be lowered below 2,440' to dewater this sediment prior to removal. The plans and construction sequence have been updated to reflect this change. 3. The project narrative indicates up to 7,500 cubic yards of sediment are to be removed. However, Sheet 6.3 indicates 6,500 cubic yards of storage in the sediment disposal area. Why is there a discrepancy? Is there adequate room for 7,500 cubic yards at the proposed dredge disposal area? [15A NCAC 02H .0502(a)(6) and (a)(9)] The sediment storage area can accommodate 7,500 cubic yards. See updated plans. 4. It appears from Sheet 6.1 that the Big Creek temporary diversion channel terminates into the Phase I dredging area. It appears from Sheet 6.2 that the Fletcher Creek temporary diversion channel outlets upgradient of an area to be dredged during Phase II. It's unclear from the plans provided how Big Creek and Fletcher Creek streamflow will be conveyed to the area of the siphon and WTP Intake during excavation of sediment near the 3 dam while avoiding excavation in flowing water, particularly during Phase II where there appears to be a significant area to be dredged downgradient of Big Creek flow, where Big Creek flow will presumably accumulate/pond in the Phase I dredge area, and downgradient of the Fletcher Creek temporary diversion. Please provide additional details regarding the construction sequence, diversions, and erosion control measures that will be implemented during excavation in the area near the dam. [15A NCAC 02H .0506(b)(2)] The plan sheets and construction sequence have been revised to address these comments. A second siphon location has been added to the southern side of the dam for both phases. A turbidity curtain and rock silt check will be installed around the siphon intakes. Additionally, any turbid water generated during dredging operations will be pumped into the WTP intake for treatment at the plant. 5. It's not clear from the Sediment Release Plan if the proposed adjustments to the gate valve during and following precipitation events will be automated, or whether the gate valve will require manual adjustments. Please clarify. [15A NCAC 02H .0502(a)(3)] The gate valve will be automated. See attached response provided to NC WRC on December 14, 2021. The denial of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
