THE PURPOSE OF THIS WORK IS TO REMOVE ACCUMULATED SEDIMENT IN N. FORK RESERVOIR DEPOSITED BY BIG CREEK AND FLETCHER CREEK TO MEET AND MAINTAIN WATER SUPPLY DEMANDS FOR THE CITY OF HENDERSONVILLE. UP TO 7,500 CY OF SEDIMENT MAY BE DREDGED FROM THE RESERVOIR. 2. THIS WORK IS AUTHORIZED BY PERMITS FROM USFS, USACE, NCDWR AND NC DEMLR. ALL GENERAL AND SPECIAL PERMIT CONDITIONS SHALL BE FOLLOWED FOR THE DURATION OF THE DREDGING OPERATIONS. 3. DURING PROJECT IMPLEMENTATION, EROSION CONTROL MEASURES SHALL BE IMPLEMENTED TO REDUCE SEDIMENTATION INTO BIG CREEK, FLETCHER CREEK, N. FORK RESERVOIR AND N. FORK MILLS RIVER. EFFORTS SHALL BE MADE TO LIMIT AND EXPEDITE EQUIPMENT TIME SPENT WORKING IN THE RESERVOIR. WHEN POSSIBLE, WORK WILL OCCUR FROM THE TEMPORARY ACCESS RAMPS. 4. CONSTRUCTION WORK WITHIN THE RESERVOIR SHALL OCCUR BETWEEN APRIL 16 AND OCTOBER 14. A TROUT BUFFER DISTURBANCE MORATORIUM IS IN EFFECT FROM OCTOBER 15 TO APRIL 15 FOR FLETCHER CREEK, BIG CREEK, N. FORK RESERVOIR AND N. FORK MILLS RIVER. 5. CONTRACTOR SHALL CONTACT NORTH CAROLINA WILDLIFE RESOURCE COMMISSION AT LEAST TWO (2) WEEKS PRIOR TO MOBILIZATION AND CONSTRUCTION ACTIVITIES TO SCHEDULE A PRE -CONSTRUCTION MEETING WITH NCWRC, THE CONTRACTOR AND THE ENGINEER. 6. SENSITIVE AQUATIC SPECIES MAY BE LOCATED WITHIN THE PROJECT AREA. NCWRC AND NCFS WILL PERFORM A SURVEY TO DETERMINE IF RELOCATION OF SENSITIVE AQUATIC ORGANISMS IS NECESSARY. 7. ALL TREES, UTILITIES AND OTHER SITE FEATURES WILL BE PROTECTED UNLESS MARKED FOR REMOVAL OR RELOCATION. 8. EQUIPMENT SHALL BE WELL -MAINTAINED, CLEANED PRIOR TO MOBILIZATION, AND CHECKED DAILY FOR LEAKS OF PETROLEUM PRODUCTS. 9. FUELING SHALL BE PERFORMED IN THE DESIGNATED STAGING AREA AT LEAST 100 FEET AWAY FROM SURFACE WATERS. 10. CONSTRUCTION SCHEDULING AND STAGING SHALL BE TIMED TO EFFICIENTLY COMPLETE THE WORK AND MINIMIZE THE AMOUNT OF TIME SPENT WORKING IN THE RESERVOIR. 11. TO THE EXTENT POSSIBLE, DREDGING OPERATIONS SHALL BE TIMED TO OCCUR DURING TIMES OF LOW FLOW 12. DREDGING OPERATIONS SHALL NOT OCCUR IN THE RESERVOIR DURING WET WEATHER OR STORMFLOWS. 13. AN APPROPRIATELY SIZED LONG REACH EXCAVATOR SHALL BE UTILIZED TO PREVENT EXCESSIVE TRACKING AND SEDIMENT DISTURBANCE WITHIN THE RESERVOIR. 14. ALL DREDGED SEDIMENT SHALL BE HAULED TO AND DISPOSED OF IN THE DESIGNATED AREA AT THE CITY OF HENDERSONVILLE WATER TREATMENT PLANT AS SHOWN ON SHEET 2.3. 15. ANY TURBID WATER GENERATED IN THE RESERVOIR DURING DREDGING OPERATIONS CAN BE PUMPED INTO THE WATER INTAKE FOR TREATMENT AT THE CITY OF HENDERSONVILLE WATER TREATMENT PLANT. 16. SITE ACCESS AND STAGING A. ACCESS TO THE N. FORK RESERVOIR SHALL OCCUR VIA WASHE CREEK ROAD (FS 5000) AND HENDERSONVILLE RESERVOIR ROAD. B. A DESIGNATED STAGING AREA SHALL BE ESTABLISHED OFF OF THE EXISTING GRAVEL ROAD NEAR THE RESERVOIR AS SHOWN IN THE DRAWINGS. C. CONSTRUCTION ROUTES WITHIN THE LOD SHALL UTILIZE EXISTING GRAVEL ROADS, ACCESS RAMPS AND OCCUR OUTSIDE THE 25' TROUT BUFFER TO THE MAXIMUM EXTENT PRACTICAL. ALL ROCK USED FOR TEMPORARY ACCESS RAMPS SHALL BE REMOVED FROM THE RESERVOIR AND WORK AREA. 17. SILT FENCE AND EROSION CONTROL WATTLES A. PRIOR TO ANY DREDGING AND HAULING, SILT FENCE AND EROSION CONTROL WATTLES SHALL BE INSTALLED AS SHOWN IN THE DRAWINGS. AT THE END OF THE PROJECT, WHEN ALL DISTURBED AREAS HAVE BEEN STABILIZED, ALL SILT FENCE AND WATTLES SHALLE BE REMOVED. MATERIAL SPECIFICATIONS, INSTALLATION PROCEDURES, AND MAINTENANCE SHALL CONFORM TO SECTION 6.62 OF THE NORTH CAROLINA SEDIMENT CONTROL PLANNING AND DESIGN MANUAL. 18. TEMPORARY DIVERSION CHANNELS A. SANDBAGS, BERMS, LINED CHANNELS OR OTHER DIVERSION STRUCTURES SHALL BE USED TO AVOID EXCAVATION AND DREDGING IN FLOWING WATER. B. ALL MATERIALS USED FOR FLOW DIVERSIONS SHOULD BE REMOVED FROM THE RESERVOIR AFTER COMPLETING THE WORK. C. ALL DIVERSION CHANNELS SHALL BE LINED. 19. TRUCK HAULING SEQUENCE A. TRUCKS SHALL BE USED TO HAUL DREDGED MATERIAL FROM N. FORK RESERVOIR TO THE HENDERSONVILLE WATER TREATMENT PLANT. THE TYPE, SIZE AND CAPACITY OF THE TRUCKS SHALL BE SIZED TO EFFICIENTLY HAUL DREDGE MATERIAL AND SHALL MEET ALL USFS, LOCAL, STATE AND FEDERAL ROAD AND BRIDGE CROSSING LOAD LIMITS. B. TRUCKS SHALL USE THE EXISTING GRAVEL TURN OUTS AND STAGING AREA TO TURN AROUND AND WAIT FOR LOADING. C. ALL TRUCKS SHALL TRANSIT TO AND FROM N. FORK RESERVOIR AS A CONVOY WITH ADEQUATE SAFETY PRECAUTIONS. D. TRUCKS SHALL NOT BE OVERLOADED. 20. MAINTENANCE OF EROSION AND SEDIMENTATION CONTROL MEASURES A. ALL EROSION CONTROL AND SEDIMENTATION MEASURES WILL BE INSPECTED DAILY AND AFTER SIGNIFICANT RAIN EVENTS BY THE ON SITE ENGINEER AND THE CONTRACTOR. THE CONTRACTOR WILL ASSURE THAT ALL INSTALLATIONS ARE FUNCTIONING PROPERLY AT THE END OF EACH WORK DAY. INSPECTION REQUIREMENTS, AS DESCRIBED IN NC DEMLR'S CONSTRUCTION GENERAL PERMIT NUMBER NCG01000, WILL BE FOLLOWED. B. SITE, SEASONAL OR CLIMATE CONDITIONS MAY REQUIRE INSTALLATION OF ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES. 21. ONCE THE WORK AREA IS STABILIZED, ALL NON -BIODEGRADABLE EROSION CONTROL MEASURES WILL BE REMOVED AND PROPERLY DISPOSED OF BY THE CONTRACTOR. DREDGING OPERATIONS SEQUENCE OBTAIN EROSION AND SEDIMENTATION CONTROL PLAN APPROVAL AND ALL OTHER APPLICABLE PERMITS. 2. NOTIFY INSPECTOR FROM DEMLR ASHEVILLE REGIONAL OFFICE PRIOR TO DISTURBANCE. 3. POST CERTIFICATE OF APPROVAL FOR LAND DISTURBANCE AT SITE. 4. INSTALL RAIN GAUGE AND PREPARE SELF INSPECTION AND REPORTING FORMS AS DESCRIBED ABOVE. 5. FLAG THE WORK LIMITS AND STAKE OUT THE EXTENTS AND ELEVATIONS OF THE PROJECT. 6. LOCATE ALL UNDERGROUND UTILITIES WITHIN THE WORKSITE. 7. HOLD PRE -CONSTRUCTION MEETING PRIOR TO STARTING CONSTRUCTION. 8. INSTALL CONSTRUCTION ENTRANCES, SILT FENCE AND STREAM CROSSING PER THE ATTACHED PLAN SHEETS AND DETAILS. 9. DEWATERING N. FORK RESERVOIR A. PRIOR TO STARTING DREDGING OPERATIONS, THE WATER SURFACE ELEVATION OF THE RESERVOIR SHALL BE LOWERED BY TEMPORARY SIPHONS OR PUMPS TO AN ELEVATION THAT WILL ALLOW THE SEDIMENT THAT WILL BE EXCAVATED TO DEWATER AND DRY OUT. THE WATER ELEVATION CAN BE LOWERED BELOW THE WTP INTAKE ELEVATION (2039') TO DEWATER SEDIMENTS TO BE REMOVED IN THE VICINITY OF THE DAM AND BOTTOM DRAIN. TEMPORARY ROCK SILT CHECKS AND TURBIDITY CURTAINS SHALL BE INSTALLED TO PREVENT TURBID WATER FROM DISCHARGING DOWNSTREAM B. THE RESERVOIR BYBASS VALVE SHALL REMAIN CLOSED FOR THE DURATION OF THE DEWATERING AND DREDGING OPERATIONS. C. THE LOWERED WATER SURFACE ELEVATION SHALL BE MAINTAINED FOR A SUFFICIENT PERIOD OF TIME TO ALLOW THE SEDIMENT THAT WILL BE EXCAVATED TO DEWATER AND DRY OUT. ONCE THE SEDIMENT HAS BEEN SUFFICIENTLY DEWATERED DREDGING OPERATIONS MAY BEGIN. D. A FLOATING TURBIDITY CURTAIN SHALL BE INSTALLED AROUND THE SIPHON INTAKES FOR THE DURATION OF THE DREDGING OPERATIONS. E. THE MINIMUM DOWNSTREAM FLOW OF 8 CFS SHALL BE MAINTAINED THROUGH ALL PHASES OF THE PROJECT (E.G., DEWATERING, DREDGING, RESERVOIR REFILLING). 12. PHASE 1 DREDGE OPERATIONS A. PHASE 1 OF THE DREDGING WORK WILL EXCAVATE AND REMOVE SEDIMENT FROM THE BIG CREEK SIDE OF THE RESERVOIR. B. A TEMPORARY ACCESS RAMP TO THE WORK AREA SHALL BE CONSTRUCTED TO MOBILIZE EQUIPMENT AND LOAD TRUCKS. A TEMPORY CROSSING SHALL BE ESTABLISHED ACROSS FLETCHER CREEK AS SHOWN IN THE DRAWINGS AND DETAILS. EXISTING WOODEN FENCE SHALL BE REMOVED DURING DREDGING AND REINSTALLED ONCE THE PROJECT IS COMPLETE. C. DURING ACTIVE DREDGING OPERATIONS, FLOW FROM BIG CREEK SHALL BE DIVERTED AROUND THE WORK AREA USING A LINED TEMPORARY CHANNEL TO PREVENT STREAM FLOW FROM ENTRAINING SEDIMENT AND INCREASING THE TURBIDITY AT THE SIPHON INTAKES. ANY TURBID WATER GENERATED IN THE RESERVOIR SHALL BE ALLOWED TO SETTLE OUT IN THE RESERVOIR OR GET PUMPED OR DIVERTED TO THE WTP INTAKE FOR TREATMENT. TURBID WATER SHALL NOT BE BYPASSED TO THE DOWNSTREAM REACH. D. AFTER THE CITY AND THE ENGINEER HAVE APPROVED THE COMPLETED PHASE 1 DREDGING OPERATIONS ON BIG CREEK, THE ACCESS RAMP, DIVERSION CHANNEL AND FLETCHER CREEK CROSSING SHALL BE REMOVED. 13. PHASE 2 DREDGE OPERATIONS A. PHASE 2 OF THE DREDGING WORK WILL EXCAVATE AND REMOVE SEDIMENT FROM THE FLETCHER CREEK SIDE OF THE RESERVOIR. B. A PORTION OF THE TEMPORARY ACCESS RAMP USED FOR PHASE 1, SHALL REMAIN IN PLACE DURING PHASE 2 TO MOBILIZE EQUIMPENT AND LOAD TRUCKS. C. DURING ACTIVE DREDGING OPERATIONS, FLOW FROM FLETCHER CREEK SHALL BE DIVERTED AROUND THE WORK AREA USING A LINED TEMPORARY CHANNEL TO PREVENT STREAM FLOW FROM ENTRAINING SEDIMENT AND INCREASING THE TURBIDITY AT THE SIPHON INTAKES.
