General Information A. - Linville Resorts, Incorporated Wastewater Treatment Plant NPDES Permit No. NC0039446 - Avery County - NC 181 and US 221, North of Linville Linville, North Carolina 28646 - Prepared By: Danny B. Proposed Facilities: Briefly, the proposed improvements consist of replacing the existing WWTP with a 100,000 GPD package type plant, which includes flow equalization, two (2) aeration basins, two (2) clarifiers, an aerobic digestor, and chlorination facilites. A new influent pump station is also proposed. Dechlorination will be performed by utilizing the existing setup. See Exhibit A, Proposed Wastewater Treatment Flow Diagram. C. This project serves Linville Resorts, Inc., a private residential resort community. Currently there are approximately 90 homes, 4 restaurants, a lodge and a motel served by the Wastewater System. Actual flows experienced at the existing WWTP are in excess of 50,000 GPD during peak vacation season. D. The project is not phased and will only add customers as they abandon private septic systems. II. Evaluation of Environmentally Feasible Discharge Alternatives A. Evaluation of the Following Three Alternatives: 1. Connection To Sewerage System a. There is no other existing sewerage system within five (5) miles. b. There is no area wide sewerage system planned within a five (5) mile radius within five years. 2. Subsurface Disposal System a. Septic Tank and Drainfield System This alternative would consist of a system of 8-inch gravity sewer collection lines which would initially carry wastewater to a septic tank and distribution box. The wastewater would then be distributed through a series of underground drain lines and absorption trenches where the wastewater would be disposed of underground. This system is similar to an individual home septic tank and drainfield system, except, of course, for size. An absorption rate of 0.5 gal/ft. /day is typical for this area of North Carolina, however, the permitted absorption rate would be determined by the State of North Carolina Department of Environmental Management in conjunction with the local health department. Based on the above absorption rate, an area of 40 acres would be required to treat the wastewater flows contributed from the resort area. This area includes a "repair area" which is completely undisturbed area equal in size to the area designated for the drainfield system. The above area also takes into consideration the State criteria for length of drain lines, spacing between drain lines, trench width and all other aspects of design. Linville Resorts does not currently own 40 acres of suitable, level land and an adjacent tract of land does not exist with suitable area and topography to utilize this system. 3. Spray Irrigation System a. Currently, Linville Resorts, Inc. does not own sufficient land that is topographically suitable for a spray irrigation system. B. None of the three alternatives are environmentally feasible. C. Environmental Feasibility of Stream Discharge 1. The gravity outfall will be approximately 200 feet to the Linville River (The current WWTP is located at the same site, therefore the same discharge point will be used.) See Attached Exhibit B. 2. No easements or land acquisitions are required since Linville Resorts owns all of the necessary property. III. Economic Analysis Since the only feasible alternative to treat this flow is by discharging treated effluent to a stream, an economic analysis is not needed. McGILL ASSOCIATES, P.A.
