Tom,
That project is a Categorical Exclusion. Therefore, the only agencies we query for that are Department
of Cultural Resources, FWS, and USACE. So nope, you're in the clear. Right now, the CE is at EPA
waiting to be issued.

Please find, enclosed, a copy of the Engineering Report and Environmental Assessment
for the Town of Murphy's wastewater system improvements. The report was prepared by McGill
Associates. The U.S. Fish and Wildlife Service and the State Historic Preservation Office are
also currently reviewing the report. After this multi -agency review, and prior to any Federal
funding or State permitting action, a draft Categorical Exclusion Determination (CE) will be
forwarded to EPA for review and approval.
Therefore, please review this planning document and provide us with a statement
regarding whether this project will require notification to the Corps.

SECTION I. GENERAL
This preliminary engineering report (PER) presents proposed improvements to
correct existing deficiencies to the wastewater system owned by the Town of
Murphy, North Carolina. During significant rainfall events, the Town of Murphy
Wastewater Treatment Plant (WWTP) personnel have noticed increased
wastewater flows entering the plant. The increased flows cause the existing
chlorine contact basin to operate beyond its design capacity, resulting in
inadequate wastewater treatment. The Town identified the Hill Street area as a
source of significant infiltration and inflow (I&I). McGill Associates, P.A. was
retained by the Town of Murphy to evaluate the condition of the Hill Street area
sewer collection system and recommend improvements to reduce the amount of
infiltration and inflow (I&I) entering the collection system and improve
wastewater treatment during rainfall events.
In February 2007, McGill Associates conducted field inspections and smoke
testing of existing sewer in the Hill Street area of Murphy including, Conaheeta
Street, Highland Place, Hill Street, and Valley River Avenue. Based on field
inspection and smoke testing results, this report addresses sewer system
improvements that are necessary to correct deficiencies in the existing sewer
collection and transmission system in the Hill Street area, and to ensure proper
treatment of wastewater prior to discharge.
This report includes a summary of the project planning area, a review of the
existing facilities, a description of the critical need for the project, a detailed
alternatives analysis to consider available options to provide water service to the
project area, and a review of financial issues associated with the proposed project.

SECTION IX. CONCLUSIONS AND RECOMMENDATIONS
It is recommended that the Town of Murphy proceed with the proposed
improvements included in Altemative 2 of this report, pending funding approvals.
The three (3) proposed sub -projects included in Alternative 2 will significantly
relieve I&I problems that are currently straining the wastewater collection system.
The expansion of the existing chlorine contact basin will also ensure adequate
treatment of wastewater during significant rain events.
