Dear Mr. Storrow:
The Division issued NPDES permit number NC0020940 to the Town of Murphy on January 23.
1998. The Division has reviewed your request for permit modification at the subject facility. Specifically. you
requested that the permitted floe- be increased from 0.925 MGD to 1.4 MGD. In accordance with your permit
modification request and speculative effluent limitations issued to the Town on July 20. 1998. the Division is
forwarding herewith a modification to the subject permit. This permit modification incorporates effluent
limitations for a permitted flow of 1.4 MGD. Please note that construction of facilities beyond 0.925 MGD
shall not commence until an Authorization to Construct has been requested by the Town and subsequently
issued by the Division. Furthermore. upon completion of construction to 1 .4 MGD, permit compliance will be
judged based on that flow.
Enclosed please find the modified NPDES permit. The old permit should be discarded. This permit
modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated
December 6. 1985.
Please take notice that this permit is not transferable. Part Il. E.4. addresses the requirements to be
followed in case of change in ownership or control of this discharge. This permit does not affect the legal
requirement to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources. Coastal Area Management Act or any other Federal or Local
government permit that may be required.

to receiving waters designated as the Hiwassee River in the Hiwassee River Basin in accordance with
effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III and IV
hereof.
This permit shall become effective June 1, 2000.
This permit and authorization to discharge shall expire at midnight on December 31, 2002.

beds located at the Town's Wastewater Treatment Plant on Payne Street. Murphy. Cherokee
County:
2. After receiving an Authorization to Construct from the Division of Water Quality. construct
facilities such that the treatment capacity at the above referenced facility is 1.4 MGD: and
5. Discharge from said treatment works at the location specified on the attached map into the
Hiwassee River. a class C water in the Hiwassee River Basin.

SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A (3). CHRONIC TOXICITY PERMIT LIMIT (QUARTERLY) - 0.925 MGD
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to
Ceriodaphnia dc,bia at an effluent concentration of 1.5%.
The permit holder shall perform at a minimum. quarterly monitoring using test procedures outlined in the
"North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent
versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February
1998) or subsequent versions. The tests will be performed during the months of March. June. September, and
December. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent
discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or CIA/ below the
permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following
months as described in "North Carolina Phase 11 Chronic Whole Effluent Toxicity Test Procedure" (Revised -
February 1998) or subsequent versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the highest
concentration having no detectable impairment of reproduction or survival and the lowest concentration that
does have a detectable impairment of reproduction or survival. The definition of "detectable impairment."
collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina
Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for
the pass/fail results and THP5B for the Chronic Value. Additionally, D\VQ Form AT-5 (original) is to be sent
to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later than 30
days after the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate
signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is
employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required,
the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating
the facility name, permit number, pipe number. county. and the month/year of the report with the notation of
"No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences
Branch at the address cited above.

SUMMARY OF FACILITY AND WASTELOAD ALLOCATION
The Town of Murphy has requested expansion of their municipal wastewater treatment facility from 0.925
MGD to 1.4 MGD. The facility previously requested speculative effluent limitations in 1998. Speculative
limits were issued on July 20, 1998. Furthermore, NPDES Unit staff reviewed a 201 Facilities Plan with an
Environmental Assessment for the expansion. Continued discharge to the Hiwassee River was determined to
be the most cost-effective of all feasible alternatives. The attached draft permit modification has been prepared
in accordance with the speculative effluent limitations prepared in 1998. The Town will be notified that upon
renewal and expansion, effluent limitations for toxicants will be reviewed and added or removed as necessary.

Potential Facility Changes
Town of Murphy Wastewater Treatment Plant
NPDES Permit Number NC0020940
The Town of Murphy, North Carolina currently owns and operates a wastewater
treatment facility with a design capacity of 0.925 million gallons per day. The proposed project
involves all work associated with increasing the design capacity of the treatment plant to 1.4
million gallons per day (MGD) of wastewater.
As part of the project, the Town's existing Number One pump station will be upgraded.
Pumps will be replaced with larger pumps to meet State criteria for an influent pump station for a
1.4 MGD treatment facility. The upgrade will also include the construction of approximately
2,500 lineal feet of 12-inch force main to replace the existing 8-inch influent force main to the
plant. 'The new 12-inch force main will transfer the plant influent into a newly constructed
concrete channel with a new mechanical bar screen and aerated grit removal system.
After the screenings and grit have been removed, the wastewater will undergo activated
sludge treatment using two new sequencing batch reactors (SBRs). This will involve the
construction of two (2) square concrete tanks. Aeration and mixing will be provided in the SBR
tanks by floating surface aerators and mixers. All flow entering the plant will be treated by one
of the two SBR units, therefore the existing AeroMod package treatment plant will be abandoned
as part of this project. The treated effluent from the two SBRs will flow to the existing
rectangular clarifier tank, which will be converted into a post -equalization basin. The flow from
the post -equalization basin will then go to the existing chlorine contact basin, which will be
expanded as part of this project to allow for the increase in flow capacity at the plant.
Dechlorination will continue to be provided at the end of the chlorine contact basin by feeding
sulfur dioxide. The existing 8-inch discharge piping to the Hiwassee River will be upgraded to
an 18-inch pipe to allow adequate capacity for the discharge of the flow into the river. The
location of the discharge into the river will remain the same as the existing discharge location.
Sludge collected by the SBRs will be pumped from the SBR tanks to the existing sludge
digester. In addition, the existing circular aeration basin will be converted to a sludge digester to
allow for adequate storage of sludge for the 1.4 MGD facility. Sludge will be dewatered by a
new sludge dewatering facility, and the existing sludge drying beds will be removed. The sludge
dewatering facility will consist of a 1.0 meter belt filter press with a polymer feed system,
located in a new sludge dewatering building. Once the sludge is dewatered, the Class B sludge
will continue to be transferred to the Cherokee County landfill for disposal.
As requested, a schematic of the proposed wastewater flow after the plant expansion to
1.4 MGD is attached for reference.

The NPDES Permit Unit has reviewed the subject document and we have no
significant comments on the facility's plan. The Division of Water Quality provided
speculative limits for the proposed expansion to 1.4 MGD to the Town of Murphy in July
1998. The water quality modeling evaluation indicated that secondary treatment of
Murphy's municipal wastewater would provide adequate treatment for discharge to the
Hiwassee River. The evaluation also provided information concerning tentative effluent
limitations for dissolved oxygen, fecal coliform, total residual chlorine, chronic toxicity
and metals. The plan also clearly addresses all discharge alternatives, and clearly
delineates the option chosen for the expansion of the existing facility.
