Morrow Mountain State Park is proposing new trail construction and renovation of existing
hiking and bridle trails throughout the Park. This project includes rerouting 14 miles of
deteriorating trails and repairing 6 miles of existing trails in place. Approximately 11.3 acres of
land disturbance are associated with this project. Of this total, 8 acres are associated with
constructing the 14 miles of new alignments. The other 3 acres are due to maintenance and
renovation of existing trails in prior disturbed alignments and work will only be conducted in the
existing footprint. 20 stream crossings exist throughout the project and impacts to aquatic
resources have been avoided to the greatest extent possible:

Project Description
Morrow Mountain State Park (MOMO) is an approximately 4,400 acre park located near Albemarle in
Stanly County, NC along the Yadkin-Pee Dee River. The majority of equestrian and hiking trails at the
Park were poorly designed and constructed, resulting in deteriorating conditions that are dangerous and
a maintenance challenge for park staff. To alleviate concerns ranging from visitor safety to erosion and
degradation increases, NC State Parks is proposing a parkwide redesign and construction of a
sustainable trail system. Reroutes will be developed to ensure long term sustainability and safety for
trail users at the Park. Where possible, decent existing sections of trail will be retained while
unsalvageable sections will be abandoned and rerouted.
New trail segments will be constructed to sustainable standards not exceeding 10% average slope with a
cross slope of 5-7%. Grade reversals and grade dips will be incorporated into the tread to quickly and
effectively remove water from the trail. These design principals will prevent natural resource damage
and reduce untimely wear to the trail. Equestrian trails will be constructed with a width of 5’ while the
hiking trails will be 2 -3’ in width.
Approximately 13.8 miles of new trail will be constructed utilizing sustainable trail design techniques.
Another 5.6 miles of existing, deteriorating trail will be renovated to bring the trails up to the same
sustainable design criteria as the new trail alignments. Land disturbance includes 8 acres for new trail
construction and a maximum 3 acres of disturbance on existing trails for renovations and trail
maintenance work.
Site Description
Four new bridle trails and one hiking trail will be constructed throughout MOMO. Each new trail lies in
close proximity to the existing tread but has been relocated to incorporate more sustainable grades and
decrease erosional issues. The trails exist within segments of Piedmont Monadnock Forest, Dry-Mesic
Oak Hickory Forest, and Mesic Mixed Hardwood Forest. A variety of oak species including white oak,
southern red oak, and post oak dominate the canopy. Lower elevation species include American beech,
tulip poplar and red maple. Mountain laurel, rhododendron and vaccinium dominate the understory.
Adjacent Property
The park is bordered on the eastern side by the Yadkin Pee-Dee River and mainly private forested land
to the north. Uwharrie National Forest lies across the Yadkin River from the park. Mountain Creek
borders the park at the southern extent, before it’s confluence with the Yadkin.
Soils
The site consists of a variety of soils typically found in ravine and steep-sloped topography in NC. These
soils consist of Badin channery silt loams, Enon cobbly loams, and Georgeville silt loams. None of the
soils listed in the NRCS soil survey are hydric nor will the trail’s position on the landscape promote
drainage concerns.
PLANNED EROSION AND SEDIMENTATION CONTROL PRACTICES
The trails will be constructed using sustainable trail design and construction practices. The existing trails
are over 10 years old and were not constructed properly within the topography of the landscape.
Therefore, some areas will be renovated in segments where DPR trail staff determined trail
maintenance would successfully solve degradation and erosional concerns. Sections of trail along fall
lines are deteriorating and will be redesigned to locations where grade will not exceed 10%. Therefore
approximately 14 miles of new trail will be constructed, and 6 miles of existing trail will have segments
renovated to sustainable construction standards.
CONSTRUCTION PLAN
1. Flag proposed trail alignment.
2. Determine location and method of stream crossings.
3. Obtain plan approval and other applicable permits.
4. Hold a pre-bid meeting.
5. Bid proposed trail work.
6. Hold a pre-construction conference at least 1 week prior to starting construction.
VEGETATION PLAN (CLEARING)
As a segment of the State Park, the hiking and bridle trails are intended to be kept as natural and
forested as possible. Bridle trails will be constructed at 5’ widths while the hiking trail will be 3’ wide.
Trail layouts have been designed to minimize tree clearing and utilize previously disturbed areas
wherever possible. Therefore, vegetation and tree clearing will occur to the minimum extent possible.
SWITCHBACKS
On some long, steep stretches of trail, rolling crown switchbacks will be utilized to minimize grade of the
overall ascent. These highly engineered structures divert water away from the tread and turning
platform. Small retaining walls will be utilized to stabilize the compacted soil of the platform and lower
ramp, with cribbing made of stone found on-site.

*Middle Loop reroute will not incorporate any segments of existing trail, and Long Loop Connector is a completely new

**Renovations on existing trails will occur in degraded areas, not necessarily the entire trail length. However, the entire length
of possible trail renovations/disturbances has been included to ensure permit compliance.
STREAM CROSSINGS
Trail alignments have been designed to minimize adverse impacts to the Park’s aquatic resources.
Throughout the estimated 14 miles of new trail construction, 20 stream crossing locations exist.

deteriorating trail will be renovated in-place to bring the trails up to the same sustainable design criteria as the
new trail alignments.

SL17, SL18, and SL19 will also have 1 8" culvert (oversized) installed in the stream due
to steeper ravines in this section of the park. The area will include a 50' long x 5' wide

E. Impact Justification and Mitigation
As an entity of the State Parks System, all trail designs throughout the park are required
to avoid and minimize impacts to natural resources whenever possible. Existing stream
crossings were utilized in the trail layout where feasible, minimizing the amount of new
stream disturbances required. Grade reversals and grade dips will be incorporated into
the tread to quickly and effectively remove water from the trail.
Work will be done with hand tools or low impact mechanized equipment with a footprint
no wider than the specified trail width. Throughout the trail, water will be handled on-site
through BMPs allowing water to flow off the slightly sloped trail. Stream crossings will be
protected from runoff via coir fiber wattles installed on both banks.

Project involves 20 stream crossings. Crossings will utilize gravel placed below stream bed elevation to avoid
impeding flow. All crossings will span the stream bed and enough of the bank so that sedimentation does not
enter the stream and the banks will be protected from equestrian damage. USGS NHD, NRCS 1989 Soil
Survey maps, and field assessments were all used in determining jurisdictional stream locations. Total
acreage disturbed (including prior and newly disturbed areas) is approximately 11.3 acres. Therefore an
erosion & sediment control plan will be submitted to Land Quality prior to any ground disturbance taking
place.
