Dear Mr. Davidson,
This Quarterly Report documents the City of Brevard Sewer Collections System compliance activities dur-
ing October, November and December of 2021.
1. Management of the Collections System is prioritized each fiscal year and City Council continues to pro-
vide funds for inflow and infiltration elimination. A current major initiative is the Gallimore Sewer Ba-
sin Rehabilitation Project intended to address sanitary sewer overflows within the area tributary to the
Gallimore Road Pump Station by replacing / rehabilitating the existing gravity sewer in the area. The
project is intended to remove over 400 gallons per minute of overflow and infiltration during a 2-year
storm event. Summit Engineering Group of NC, Inc. provides the following project status.
• Funding for the project was approved by the Local Government Commission on October 5,
2021.
• The project was awarded to AM Liner East, Inc.
• Construction began December 20, 2021. Substantial completion is scheduled for August 17,
2022 with final completion scheduled for September 16, 2022.

2. The Collections System experienced one (1) discharge event during the quarter which occurred due to
a pipe failure within the Lambs Creek Basin between manhole #LS-070 and #LS-071.

• Staff discovered a broken 8" sewer main during high priority line inspections in the area due to
bank erosion along Lambs Creek. Repair included 17' of 8" truss pipe replaced with 8" PVC pipe
with associated creek bank restoration following the repair.
• An event press release, media announcement and required reporting document was sub-
mitted to the Division of Water Quality.

• One (1) additional high level event occurred Thursday, October 7, 2021. Staff inspected the
Gallimore Road Lift Station in response to a high level alarm during a heavy rain event. TVA
reported a total of 1.5" of precipitation was received in Brevard this date. Staff pumped and
hauled 10 loads (25,000 gallons) from lift station manhole #GB-056 to the Waste Treatment
Facility for disposal. No sewer discharge occurred as a result of the pumpand haul effort

3. During this reporting period, City Collections Division personnel completed the following inflow and
infiltration improvements:

• Video inspection of sewer mains and service lines was performed on a total of 542' to assess
pipe conditions, confirm location and depths of lines, or to provide data for determining pro-
posed inflow and infiltration site rehabilitation.
• Elm Bend Basin Repair:
• Personnel inspected and confirmed no sewer cleanout currently serves a resi-
dence at 94 Park View Drive. A work order was requested for new installation as
requested by the customer.
• Gallimore Basin Repair:
• A total of 130' of deteriorated 6" Orangeburg pipe was replaced with 8" PVC
pipe on Greenville Highway to eliminate inflow and prevent future blockages
from E. Main Street Extension resident.
• An additional 14' of deteriorated 8" Orangeburg pipe was replaced with 8" PVC
pipe connecting at manhole 44GB-043B on Greenville Highway to eliminate an
inflow site. The site was restored with grass seed and straw.
• A total of 10' of deteriorated 4" SDR35 sewer service line was replaced with 4"
PVC pipe on E. Main Street to eliminate an inflow site discovered during a tap
replacement.
• Jumping Branch Basin Repair:
• A total of 400' of 8" sewer main was video inspected at 49 Overlook Drive
reference a sewer blockage inspection.
• Kings Creek Basin Repair:
• A damaged 4" sewer cleanout cap was replaced at 214 Peace Drive.
• A 4" residential cleanout was relocated from street side of the sidewalk to the
back of the sidewalk at 331 W. Probart Street, and included installation of 10' of
4" PVC pipe and a 2-way cleanout with valve box marked sewer.
• Lambo Creek Basin Repair:
• A total of 20' of 4" sewer line was video inspected to determine the cause of a
blockage. Video revealed city-side pipe deterioration caused by tree root intru-
sion.
• The ring of an un-numbered manhole located beside Aldi's, located at 165 Ashe-
ville Highway, was sealed to prevent inflow using a roll of mastic and 2 tubes of
Lexel sealant. This location is the site of the sewer tap serving the store. In addi-
tion, the manhole invert, manhole ring and lid of an un-numbered manhole lo-
cated behind Aldi's was sealed to eliminate a source of inflow. Concrete surface
mix was applied around the 12" PVC pipe inside the manhole and around the
exterior of the manhole around the lid.

• Singing Branch Basin Repair:
• A total of 12' of 4" sewer service line was video inspected at 104 S. Rice Street
reference a sewer blockage inspection.
• Visual inspections were performed during the quarter and assessment included:
• Brushy Creek Basin:
• Visually inspected sink holes in the vicinity of a 12" steel sewer main. Confirmed
holes along a creek bank were made by beavers; the holes were filled with #57
stone to restore the creek bank. The sewer main was not affected per ORC Billy
Dodson.
• Kings Creek Basin:
• Visually inspected manhole #KC-052 to confirm if there were any existing sewer
service connections for structures between Park Avenue and Boxwood Lane for
potential residential connection. The inspection revealed no existing lines were
present.
• Visual inspections of system high priority lines were completed within sewer basins with
no issues noted at time of each inspection.
• Collections System manhole maintenance was performed at various locations to prevent storm
water infiltration.
• Brushy Creek Basin
• Manhole #BC-171-52 North Lane
• One (1) ring and lid were replaced to prevent inflow and sealed with con-
crete surface mix.
• Manhole #BC 72—Gallimore Road
• Scheduled monthly inspections of the manhole were performed and re-
vealed no evidence of a grease related blockage reference past incidents.

• Gallimore Basin
• Manhole #GB-044-110 Greenville Highway
• One (1) manhole lid with holes was replaced with a solid manhole lid to
prevent inflow.
• Manhole #GB-044A-110 Greenville Highway
• A new invert was sealed into manhole #GB-044A following new 8" line
installation completed on October 20, 2021.
4. System operations and maintenance for the quarter included the following activities.
• Lift Station maintenance included the following items:
• Grass was cut at each lift station facility during the quarter.
• Each lift station facility was inspected; verified gate locks to be operable and emptied
trash receptacles as needed.
• Staff completed monthly Collections System spare parts inventory of stocked supplies and ma-
terials.
• There were eleven (11) new 4" residential sewer taps installed.

• Personnel confirmed a customer accessed the sewer system without tap installation by con-
necting to an existing service line from an adjacent lot for a new residence built at 73 Overlook
Drive within the Jumping Branch Basin by Schumacher Homes of North Carolina. System devel-
opment fees were incurred.
• There were two (2) new 4" commercial sewer taps installed by staff during the quarter.

• System personnel responded to eighteen (18) reported sewer line blockages, seven (7) of which
were actual blockages and required clearing during this reporting period.
• Collections staff cleaned approximately 30' of 4" sewer lines and 20' of 6" sewer lines during
this quarter with a reported total of 34,754' of line cleaning performed during the year 2021.

5. Staff met with NCDEQ Inspector Tim Heim on November 2, 2021 to assist with performance of Collec-
tion System inspection. Mr. Heim was escorted to all lift station facilities and sites of high priority lines
as requested.
There were no significant issues or findings noted during this inspection and therefore, a response to
the inspection report was not required; however, a Compliance Inspection Report was received and
noted the following items:
• A request to add the aerial line crossing the creek in the vicinity of Aiken & Silversteen Roads to
the High Priority Line (HPL) list for bi-annual inspections and perform an assessment of the col-
lection system for other such lines that may need to be added to the HPL list.
• The CS staff currently only includes 3 full time members. Given the relatively high maintenance
demands of this collection system, and the continued growth of population in the area served,
consideration should be given to providing additional staffing. A technical guide to staffing is
provided in the EPA's "Manpower Requirements for Wastewater Collections Systems".
• The city has made significant progress in the last decade addressing I&I and the upgrade of col-
lection system infrastructure, resulting in a dramatic reduction in SSO's.
In response, it should be noted that our current Collections System Division staffs a total of five (5)
team members. There are currently four (4)full time employees with one vacant position.
