On January 19, 2022, MRO staff performed a Compliance Evaluation Inspection for permit
NC0089923 at the Baxter Street Remediation System site. This is the first compliance inspection for
this facility.
There have been issues with eDMRs not being submitted within the proper time frame. However,
there are no outstanding violations associated with this system. All past violations have been
properly addressed.
The system is compliant with the permit.
During the site visit, MRO staff was made aware of a person that has been documented as trying to
enter the treatment trailer. This person made contact with MRO staff presenting himself as a citizen
interested in what was going on with the treatment system. The permittee may wish to increase
patrols at the site to be ensure that the system remains secure.

Comment: The permit was present and available for review. A review of the permit indicates that a
permit renewal application is due to be submitted. MRO received confirmation that the
application will be submitted for renewal.

Comment: 25 micron size bag filters are placed in two sections of the treatment system to remove
suspended solids. There is also a settling tank at the front of the treatment trailer to
aid with the removal of settlable solids due to underground excavation work.
