SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW � There are no National Register-listed or Study Listed properties within the project's area of potential effects. � There are no properties less than fifty years old which are considered to ineet Criteria Consideration G within the project's area of potential effects. ❑ There are no properties within the project's area of potential effects. � There are properties over fifty years old within the area of potential effects, but they do not meet the criteria for listing on the National Register. � There are no historic properties present or affected by this project. (Attach any notes or documents as needed.) Date of field visit: n/a Descrintion of review activities, results, and conclusions: Review of HPO quad maps, historic designations roster, and indexes was undertaken on January 30, 2014. Based on this review, there are no existing NR, LD, DE, ar SS properties in the Area of Potential Effects. Review of the Rowan County ArcGis Tax Parcel Website revealed that one property in the APE dates to 1937. A photograph of the house provided as part of the Request for Cultural Resource Review shows the house to be one-story, side gable cottage with stone and brick chimneys. The house is unremarkable for style or type and does not appear to meet the minimum criteria for National Register listing. There are no other structures other than the bridge in the APE of this bridge project. The bridge was constructed in 1956. It has a wood deck and wood rail and rests of stone piers. The bridge was not identified as eligible in the 2005 Historic Bridge Survey. County: Document: Rowan MCS Funding: � State ❑ Federal � Yes ❑ No Permit Type: NWP14 Project Description: This project proposes to replace Bridge No. 163, which carries SR2343 (Lower Palmer Road) over a tributary to Second Creek in Rowan County, North Carolina. According to the environmental input request, the undertaking involves the in place replacement of the structure along the existing alignment, thereby minimizing potential surface and subsurface disturbances at this location. A 1.8 mile long off-site detour route (varnadore Rd to Gold Knob Rd to Upper Palmer Rd) is anticipated. The archaeological Area of Potential Effects (APE) is centered upon Bridge l63 and measures 600ft in length (300ft from each bridge end point) and I SOft in width (75ft from each side of the SR2343 center-line). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The project area is located in the south-central portion of Rowan, directly west-southwest of High Rock Lake and immediately east of the small Rockwell community. A small tributary of Second Creek flows west to east through the project APE. This section of Rowan County is characterized by a hilly and rolling Piedmont topography. The APE primarily consists of eroded and moderately eroded ground surfaces. First, construction design data and other pertinent project information was examined for determining the character and extent of potential impacts to the ground surfaces embracing the bridge replacement. Once an APE was defined, a map review and site file search was conducted at the Office of State Archaeology (OSA). This background work determined that no previously documented archaeological sites are located in the archaeological APE or adjacent. Historic structure locations often harbor archaeological deposits and features related to the former occupation of a property. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website evidenced an absence of these historic resources within the project area. In addition, historic maps of Rowan County were appraised for former structure locations, land use patterns, or other confirmation of historic occupation in the project vicinity and archaeological/historical reference materials were inspected as well. In general, the cultural background review established that no NRHP listed properties, archaeological sites, or cemeteries are located within the APE or directly proximal. Based on cultural-historical factors, the APE is considered to have a low potential for the recovery of archaeological artifacts, features, or deposits. Further, topographic, geologic, and NRCS soil survey maps (ChA, PcC2, CeC2) were referenced to evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in past occupation at this location. Aerial and on-ground photographs (NCDOT Spatial Data Viewer) and the Google Street View map application (when amenable) were also examined/utilized for additional assessment of disturbances, both natural and human induced, which compromise the integrity of archaeological sites. Environmental factors do not suggest a heightened archaeological site potential in the APE or surrounding project area. Predicated on soil data, aerial imagery, and topographic information, sloping and eroded ground surfaces dominate the APE. Modern residential home sites occupy the majority of the western project quadrants. Therefore, significant, intact, undisturbed archaeological sites/resources are very unlikely to be affected by the construction effort as proposed. No further work is recommended.
