They are proposing to submit the actual design plan "after further reference stream studies and golf course renovation activities" So in other words, it sounds like they don't plan on submitting the actual mitigation plan until after the impacts are done. I'm not crazy about this idea. In concept, the plan looks OK, as far as golf course restoration projects go. Proposed buffers do not appear to be 50 feet wide based on what is provided in the plan, and some areas are only to have shrubs and herbaceous vegetation due to golf course use constraints. I am getting less fond of golf course projects as time goes on.
