Oakley Park Subdivision Gaston County Dear Ms. Rose: The Division has received and reviewed your request for modification of monitoring requirements for Turbidity, Total Suspended Solids and Total Residual Chlorine. After review of this request, the Division has decided to change the monitoring to quarterly for Total Suspended Solids. Monitoring requirements will remain the same for Total Residual Chlorine and Turbidity. Based on further review of this permit file, the Division has also decided to change the sampling location for turbidity from upstream and downstream sampling to effluent sampling. Attached is a revised effluent page which reflects these changes. The new effluent page should be inserted into your permit and the old effluent page should be discarded. If any parts, measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Box 29535 Raleigh, N.C. 27626-0535 Subject: Request for Modification of Discharge Permit No. NC0086142 Oakley Park S/D, Gaston County Dear Mr. Weaver: FF9P POINT �'OURCE BRANCH Per your telephone conversation of this date with Mr. Ron Haynes, P.E., of our office, I am attaching a check in the amount of $100.00 (One Hundred Dollars) to cover the cost of permit modifications. I apologize for the check being separated from the cover letter which explained the purpose of the check and the requested modifications when it was mailed to your office previously. When the actual Discharge Permit was issued, the language contained therein, specifically the monitoring frequency on the Effluent monitoring, was not consistent with the other Discharge Permits which have previously been issued to Mid South. We are requesting several changes in the monitoring requirements based on site conditions. We were advised by Mac Wiggins that your office would consider granting such a request at this time. The source is a small volume backwash system for a green sand filter used in water treatment. The typical frequency required in the past for permits of this type was quarterly sampling for Total Suspended Solids. There is no well defined stream for the discharge therefore, the upstream and downstream sampling for Turbidity should be eliminated. Likewise the Chlorine Residual should be eliminated since there is no chlorination treatment for wastewater purposes. We are requesting the following measurement frequency: Total Suspended Solids (E) from 2/MO to Quarterly; Turbidity (U,D) from Quarterly to none; and Total Residual Chlorine (E) from Quarterly to none. We have no objections to the other parameters which have Quarterly monitoring requirements. Please make these changes and reissue our final permit if possible. If you find that you are unable to make these changes, please notify myself, or Ron Haynes, P.E., at (704) 478-2785 as soon as possible since the expiration of the 30 day final period expires on February 28, 1998.
