This site can not be covered under NCG510000 due to the presence of Number 2 Fuel Oil. This discharge will be added to the existing permit as outfall 003. No parameters are limited due to the very low influent concentrations and almost complete removal of those constituents by the treatment system Monitoring for Naphthalene. Ethyl benzene, and Xylene weregiven per SOP and due to the likelihood they will occur in the wastewater. Limitations and monitoring for existing outfalls 001 and 002 will remain unchanged. A continuous recording flow meter shall be installed on the effluent pipe of the treatment system. 4 Parameter(s) are water quality limited. MISCELLANEOUS INFORMATION & SPECIAL CONDITIONS Special Instructions or Conditions BTEX parameters should be monitored using an EPA -approved method to a detection level of 1 ppb. Permit must contain flow monitoring requirement such that all volumes of wastewater leaving the facility are monitored. Recommend continuous flow monitoring. Recommend quarterly monitoring for those chemical parameters to be limited or monitored. This monitoring should coincide with all whole -effluent toxicity monitoring. A reopener clause should be placed in the permit to allow for additional limits on these or other toxicants should the whole -effluent toxicity testing results indicate toxic effects. Explain exact pathway of discharge ( i.e. storm sewer to tributary, etc.) The discharge will flow along the same drain the outfall 002 coiling water is discharged into. NC0000639 - outfall 003 only Sapona Manufacturing Background Application was made for coverage under NCG510000 for discharge of conatminated groundwater. This discharge is not eligible for coverage under NCG510000 because the contamination is from a Number 2 Fuel oil leak. The discharge will flow along the same drain the outfall 002 coiling water is discharged into. The drain is directly to the Deep River, a class C stream. Schematic - see attached Current WLA Approach/Recommendations The recommended limits and monitoring requirements are based on the waste flow (Qw), the S7Q10 flow, and the average stream flow (QA) and the Water Quality Standards for Freshwater Classes. See attached for complete calculations.
