Dear Mr. Myers:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on June 22, 2005.
This permit includes a TRC limit that will take effect on March 1, 2007. If you wish to install dechlorination
equipment, the Division has promulgated a simplified approval process for such projects. Guidance for
approval of dechlorination projects may be viewed online at http://www.nccgl.net/news/ATCoverview.html.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter
150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail
Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final
and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local

This permit shall become effective September 1, 2005.
This permit and authorization to discharge shall expire at midnight on August 31, 2010.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.

Keltic Meadows Well #2 at the end of Ingonish Drive southwest of Belmont in
Gaston County.
2. Discharge from said treatment works at the location specified on the attached
map into an unnamed tributary to Catawba Creek, classified C waters in the
Catawba River Basin.

5. Directions to site: From the junction of Highway 274 (Union Road) and Beaty Road (SR
2439) in southern Gaston County, travel northeast on SR 2439 approximately one (1)
mile to the junction with Cook's Lake Road (SR 2440). Turn right (southeast) on SR
2440 and travel approximately 0.5 mile, turn left (east) on Keltic Meadows Road (SR
3067). Travel about 0.1 mile on SR 3067 and turn right (south) on Cape Breton Trail.
(SR 3068). Travel about 0.5 mile on SR 3068 and turn right (west) on Ingonish Drive (no
road number) and proceed about 0.15 mile to the end of the road. The well house is
located approximately 150 feet north of the end of Ingonish Drive.

Subdivision. The storm drainage system enters an unnamed tributary to Catawba
Creek. Downstream uses are typical for class C waters.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

sand filters have a daily backwash with an estimated flow of approximately 1,000
to 1,500 gallons per day.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Heater Utilities, has requested that the subject permit be renewed. The
permit allows the discharge of filter backwash water from sand filters used in the removal of Iron
from well water. There have been no changes to the permit since the permit was last renewed.
Pending a final review and approval by the NPDES Unit, it is recommended that the
permit be reissued to the applicant as requested.

Enclosed is the original and two copies of the permit renewal application for
the above -described discharge permit. This permit involves the discharge of backwash
water from iron/manganese removal filters at a community well serving Fox Run
subdivision in Gaston County. Generally, one filter will backwash each day onto the
ground near the well lot located in the subdivision with an estimated backwash flow
of approximately 1,000 to 1,500 gallons per day.
There is no pretreatment of the backwash water prior to the discharge,
although it passes through a settling tank. Although no sludge has historically
accumulated or been removed from the settling tanks, if needed, the sludge would be
pumped by a permitted septage hauler and disposed of in one of Heater's existing
wastewater treatment plants or into a properly permitted municipal facility.
