Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
The permit contains the following significant changes from your current permit:
i A total residual chlorine (TRC) limit has been added to this permit.
o The limit will take effect February 1, 2007, 18 months after the effective date of
the final permit.
➢ The following parameters have been added based on the Divisions Guidance for Green
Sand Water Treatment System Discharges.
o Fluoride, Total Zinc, Total Manganese and PH.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements
to obtain other permits which may be required by the Division of Water Quality or permits required by the Division
of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance, any previously issued permit bearing this number
is no longer effective. Therefore, the exclusive authority to operate and discharge from this
facility arises under the permit conditions, requirements, terms, and provisions included
herein.
Heater Utilities, Inc.,
is hereby authorized to:
1. Operate and discharge filter -backwash water from a drinking water well -purification
system consisting of:
• Groundwater source well
• KMn04 Injection for Iron removal
• Filtering through two (2) green sand filters
• Chlorination of finished drinking water
• Backwashing of Filters using finished water
• Discharging of backwash each day to two (2) buried settling tanks
• Estimated backwash flow is approximately 1,000 to 1,500 gpd.
• Accumulated sludge is pumped and removed by a permitted septage hauler for
disposal in one of Heater Utilities existing WWP
2. This facility is located at the Fox Run WTP in Gastonia on NCSR 2722 in Gaston
County.
3. Discharge from said treatment works at the location specified on the attached map
into an unnamed tributary to Crowders Creek, classified C waters in the Catawba
River Basin.

1. For instantaneous flow monitoring, the duration of the discharge must be reported in addition to the
total flow.
2. Total Residual Chlorine limit takes effect February 2007. Until the limit takes effect, the permittee
shall monitor TRC (with no effluent limit).
3. Fluoride should be monitored if the permittee fluoridates its finished water product.
4. Zinc shall be monitored if the Permittee uses any zinc based additive in the water treatment process.
5. For discharges to fresh waters, pH will be limited in the range of 6-9 standard units. For salt waters, pH
should be limited between 6.8 and 8.5 standard units.
The Permittee shall collect all samples from a representative discharge event.
The Permittee shall discharge no floating solids or foam visible in other than trace amounts.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Heater Utilities, has requested that the subject permit be renewed. The
permit allows the discharge of filter backwash water from sand filters used in the removal of Iron
and Manganese from well water. There have been no changes to the permit since the permit was
last renewed.
Pending a final review and approval by the NPDES Unit, it is recommended that the
permit be reissued to the applicant as requested.

Enclosed is the original and two copies of the permit renewal application for
the above -described discharge permit. This permit involves the discharge of backwash
water from iron/manganese removal filters at a community well serving Fox Run
subdivision in Gaston County. Generally, one filter will backwash each day onto the
ground near the well lot located in the subdivision with an estimated backwash flow
of approximately 1,000 to 1,500 gallons per day.
There is no pretreatment of the backwash water prior to the discharge,
although it passes through a settling tank. Although no sludge has historically
accumulated or been removed from the settling tanks, if needed, the sludge would be
pumped by a permitted septage hauler and disposed of in one of Heater's existing
wastewater treatment plants or into a properly permitted municipal facility.

Enclosed is the original and two copies of the permit renewal application for
the above -described discharge permit. This permit involves the discharge of backwash
water from iron/manganese removal filters at a community well serving Fox Run
subdivision in Gaston County. Generally, one filter will backwash each day onto the
ground near the well lot located in the subdivision with an estimated backwash flow
of approximately 1,000 to 1,500 gallons per day.
There is no pretreatment of the backwash water prior to the discharge,
although it passes through a settling tank. Although no sludge has historically
accumulated or been removed from the settling tanks, if needed, the sludge would be
pumped by a permitted septage hauler and disposed of in one of Heater's existing
wastewater treatment plants or into a properly permitted municipal facility.
