Hi Sue,
As shared when I called yesterday some information I provided in my previous email (below) was a
misinterpretation on my part regarding the well sampling statistics you had asked for. Additionally, a
few more applications have been received by the County over the last few days. This email should
provide all of the information you have requested to get you up -to -speed on the status of our plan
execution as of today.
• Letters were sent out December 1, 2021 by Randolph County to residents per the plan criteria
offering free sampling and requesting response via a completed application received no later
than January 2, 2022
• 48 letters mailed to property owners
• 14 applications were returned requesting sampling
• Another mailing went out January 10, 2022 with a deadline of January 31, 2022
• 30 letters were mailed again to unresponsive owners from the December 1 mailing
• _7 owners responded upon second notice
• The radius was expanded at the request of DEQ which expanded the property owner
list. 63 additional property owners were mailed letters to which 18 owners responded
requesting samples. Note that some surrounding property owners that were not in the
500 ft. buffer called in requesting that their wells be tested and we added them in.
• The original group has been notified twice for a total of 111 letters mailed with 39 owners
requesting samples.
• Sampling commenced on Feb 1 and will be completed no later than February 7
Attached is an updated map as well as examples of the December and January letters. Both letters
have been redacted to remove the property owner name and address.

As the Mega -Site progresses toward becoming a reality and construction activities begin, there
are various requirements that are necessary as part of the permitting process. In order to
obtain the necessary permits to proceed, the North Carolina Department of Environmental
Quality is requiring another round of water samples be offered to the property owners
adjoining the project site. You are not required nor obligated to participate in the sampling.
The parameters being analyzed has been expanded to include the presence or absence of
coliform bacteria, volatile organic compounds, semi -volatile organic compounds, pesticides,
metals, inorganic chemicals, turbidity, and dissolved suspended solids. Although the Randolph
County Health Department will be facilitating the collection of the samples, we will not be the
agency collecting the samples. Golder Associates, a third party contractor, will collect the
samples and send them to a Certified Laboratory for analysis. The results will be sent to the
Randolph County Public Health Department for review. If necessary, the North Carolina
Department of Health and Human Services will assist with this review. Once the sample results
have been reviewed, a copy of the results with a Health Risk Evaluation will be provided to the
owners. The results will be public record.
The sampling is scheduled to be done in January. There is no charge for this service, as long as
the completed application is returned by January 2, 2022. After the deadline, the standard fee
for water samples will apply. The parameters being analyzed at this time may not be available
after the deadline.
If your property is served by a well and you wish to have the well water tested, you must
complete and mail the attached Water Sample Application, one for each well you want
sampled.

A sample can only be collected from wells that have a functioning pump. You are not required
to be present at the time the sample is collected, however, we request notification if special
circumstances exist that would prevent the sample collection (e.g. vicious dog, locked gate, etc).
If multiple wells exist on your property, complete an application for each well you want
analyzed.
If you have any questions regarding water sampling or this letter, please contact the
Environmental Health Office at 336 318-6262. The Central Permitting Office Building is open
Monday through Friday, 8 a.m. to 4:30 p.m. If I am unavailable, please ask for Robert Lowe.
