Year 5 Monitoring Report and Site Visit Comments

The Division of Water Resources (DWR) 401 and Buffer Permitting Unit has reviewed the
monitoring report for the above - referenced site. In addition, a site visit was conducted by Eric
Kulz and Jennifer Burdette of this Office on February 7, 2014
Based on review of the monitoring report, the site has meet vegetation and stream stability
performance standards and wetland groundwater hydrology standards as described in the
mitigation plan dated January 19, 2007
During the site visit, no significant problem areas were noted on the site Several localized areas
of bank erosion were noted Based on site observations and data provided by Axiom
Environmental, it appears that a total of approximately 196 linear feet of eroding banks were
observed scattered throughout the site The project implemented approximately 5,982 linear feet
of stream restoration and /or enhancement This would indicate that 16% of the site is
characterized by eroding banks It was determined that based on the dense condition of the
vegetation on the site, mobilizing equipment to repair the localized areas of erosion was not in
the overall best interest of the mitigation site, and the amount and condition of these localized
areas was consistent with natural, reference streams in the area
Based on the information provided, Wake County has met the five -year performance standards
for the project, and has satisfied the mitigation requirements outlined in the Individual 401 Water
Quality Certification for the project dated April 9, 2007. No additional monitoring of the site is
required

Wake County is required to maintain the conservation easement boundaries and ensure that no
encroachments or other activities not specifically allowed by the conservation easement occur
DWR appreciates Wake County's cooperation and diligence in fulfilling its mitigation
requirements at this site
