Minimum Release Protocol Discussions — 404 and 401 Permits
MEETING AGENDA
Septmeber 10, 2020
1. Discuss minimum release 8" pipe installed in Primary Spillway Improvements, Item #8
from permit — see below
• 8" pipe invert = 2584.00
• Top fixed weir in two of spillway bays = 2601.50
• Top of existing ogee crest weir = 2583.50
• Maximum head over 8" outlet pipe= 17.5'
• Discharge calculated by orifice equation for 8" = 4,310 gpm (6.21 MGD)
• Discharge at invert = 0 gpm
2. City desires to not install the required flow meter.
• Flow can be calculated by equation and stage/discharge curve generated.
No need for verification with flow meter.
• City has a link in SCADA which measres lake level 24/7 and records data.
City can report discharge to DWR based upon lake level and
stage/discharge curve.
• City agrees to not close or adjust 8" valve installed on 8" pipe
• If required City can proivde weekly photo of outlet pipe showing flow to
DWR
3. Water Shortage Response Plan — see item #9 below
• City will utilize the exisitng reservoir model and updates completed for
the minimum release study to update the Water Storage Response Plan.
• Triggers included in the Water Shortage Response Plan are currently
below the ogee crest weir eelvation and new triggers will be blow this
elevation.
• No reduction of the minimum release through the 8" orfice/pipe is
proposed for the Water Storage Response Plan and proposed drought
triggers.

8. The Division approves your proposal to provide a minimum release from the Burnett
Reservoir by installing an 8-inch pipe at the invert elevation of 2,584' as shown on
Drawing No. S-404 submitted on May 31, 2017. The proposed plan includes the
installation of a flow meter. Flow records shall be maintained for a minimum of ten (10)
years and be available for inspection upon request by the Division. [15A NCAC 02H

9. The City of Asheville shall provide the Division an updated Water Shortage Response
Plan and associated drought triggers upon completion of the spillway project. The
revised plan shall take into consideration the revised spillway and minimum release
piping. [15A NCAC 02H .0506 (b)(2)]
10. The City of Asheville shall schedule a follow-up meeting with the Division and the
Wildlife Resources Commission within two months of the spillway project completion.
The purpose of the meeting will be to finalize the minimum release pipe stage/discharge
rating curve and allowable minimum release cutback triggers based on updated reservoir
modeling and drought triggers. The Division will issue an addendum to this
Certification to include the updated rating curve and minimum release cutback triggers.
