Dear Mr. Madden:
Nesco Environmental, P.L.L.C. (Nesco Environmental) prepared this
correspondence on behalf of Harmon Environmental, PA for Equipment & Supply
Company, Inc. The construction of the ground water recovery and treatment system
at the referenced project location is complete. Attached is the Engineer's Certification
that is required by your office.
Nesco Environmental understands that Equipment & Supply Company, Inc.
intends to start operation of the system during the week of January 9, 2005. A copy of
this correspondence is being forwarded to Mr. Rex Gleason, Water Quality Regional
Supervisor for the Mooresvile Regional Office. The transmittal of the copy to Mr.
Gleason is intended to satisfy the 48-hour pre -start-up notification requirement
required by that office.

ENGINEER'S CERTIFICATION
I, Joseph P. Nestor, as a duly registered Professional Engineer in the State of North
Carolina, having been authorized to observe periodically the construction of the
Groundwater Remediation WWTP, located off Highway 74 West, northwest of
Bakers, in Union County for the Equipment and Supply, Inc., hereby state that, to the
best of my abilities, due care and diligence was used in the observation of the
following construction:
Two recovery well pumps (5 gpm capacity each), flow meters, one 1,000-
gallon storage tank, two transfer pumps, and an air stripper with internal
sump, associated piping and appurtenances in conformity with the project
plan, specifications, and other supporting data subsequently filed and
approved by the Department of Environment and Natural Resources.
I certify that the construction of the above referenced project was observed to be
built within substantial compliance and intent of the approved plans and
specifications.
