Dear Mr. Silvia:
In accordance with the application for a discharge permit received on June 5, 1998, the Division is
forwarding herewith the subject NPDES permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended.
In response to comments from the regional office, the following items have changed from the draft
permit:
• pH monitoring has been removed from outfalls 001, 002, and 003.
• Up- and Downstream sampling points have been specified as 50 feet from the discharge.
Please note the following changes from the previous permit (as indicated in the draft) have been finalized:
• Monitoring frequency for all parameters at outfall 003 has changed to Quarterly.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative
Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made,
this decision shall be final and binding.

Please take note that this permit is not transferable. Part II, E. 4. addresses the requirements to be
followed in case of change in ownership or control of this discharge. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Land Resources or any
other Federal or Local governmental permit that may be required.

400 Scriven Road
Tryon
Polk County
to receiving waters designated as an unnamed tributary to the North Pacolet River in the Broad
River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, III, and IV hereof.
This permit shall become effective January 1, 1999.
This permit and authorization to discharge shall expire at midnight on July 31, 2003.

ATC Information:
• ATC issued 7/23/81 for water plant wastewater system (Class I).
WLA (12/18/80) Information:
• All three outfalls have same parameters
Basinwide Plan Information:
• Sedimentation identified as a significant water quality problem.
Correspondence:
• Compliance inspection reports from 1996 and '97 document good conditions at the
plant; discharge was not occuring during either visit.
DMR Review:
• Instream turbidity levels showed no impact from effluent (usually levels downstream
slightly lower than upstream).
• Most discharge occurs from outfall 003.
• Effluent Aluminum levels typically average about 1 mg/1.
• Effluent Settleable Solids normally < 0.1 ml/1.
• Effluent TSS levels usually 1-10 mg/1.
• Flow for 003 usually 0.0045 MGD; 001 usually 0.05 MGD; and 002 usually 0.15
MGD. 003 should, qualify for quarterly monitoring of parameters (Coleen's memo,
Steve Pellei's notes on it re: if flow < 0.005 MGD.)
• Effluent pH values for 003 tend to run 8.0/8.5 SU; should probably retain
monitoring since approaching max. of 9.0 SU.
• Effluent Iron levels normally average < 0.1-0.2 mg/1, but sometimes upwards to 0.5
mg/1.
General Comments:
I recommend dropping monitoring frequency for 003 to quarterly per memo notes;
001 and 002 will remain the same, but will probably not require much monitoring
anyway, since discharge occurs much less frequently.
Expiration date to be assigned to this permit is July 31, 2003.
