Permit No. NC0006548
Wayne Farms
Surry County
Dear Mr. Tim Holmes:
In accordance with the application for discharge permit received on December 3, 1998, the
Division is forwarding herewith the subject NPDES permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983.
The following permit conditions noted in the DRAFT permit have been retained in this FINAL
permit:
• Change in monitoring frequency from quarterly to weekly for total nitrogen and total phosphorus.
Nutrient data collected by dischargers will be used during the next permit round to develop a
nutrient management strategy for High Rock Lake and the Yadkin River Basin.
• Delete the mass -based limit for ammonia (100 lbs/day monthly average, 150 lbs/day daily max).
The concentration -based limit will remain as is.
• The permit expiration date was changed to December 31, 2003.
• This FINAL permit is based on the current permitted flow of 0.600 MGD and a production rate of
750,000 lbs LWK/day. As indicated by phone and letter, any request for expansion will require
the submittal of an engineering alternatives analysis (EAA). Based on the new fee schedule
effective January 1, 1999, a request for an increase in volume and/or pollutant load will be
considered a major modification requiring a public notice (with 30-day comment period) and a
major modification fee of $215.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the

The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in the
"North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised November 1995, or
subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or significant
mortality is 3.9% (defined as treatment two in the procedure document). The permit holder shall perform
uarterl monitoring using this procedure to establish compliance with the permit condition. The tests
wi a performed during the months of January, April, July, and October. Effluent sampling for this
testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code
TGP3B. Additionally, DWQ Form AT-1 (original) is to be sent to the following address:
Attention: Environmental Sciences Branch
North Carolina Division of Water Quality

Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine
of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of
the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the report
with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the
Environmental Sciences Branch at the address cited above.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly
monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly
test requirement will revert to quarterly in the months specified above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then
monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this
monthly test requirement will revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division
of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum
control organism survival, minimum control organism reproduction, and appropriate
environmental controls, shall constitute an invalid test and will require immediate follow-up
testing to be completed no later than the last day of the month following the month of the initial
monitoring.

Project Notes
Summa . This is a minor renewal for a poultry processor (0.60 MGD). The discharge is 100%
in ustria , with domestic wastewater piped to city sewer. Facility discharges via Outfall 001 to Fisher
River (Class C), which is not listed in the 1998 303(d) list. Per 1998 Basin Plan, there are no impaired
streams in this subbasin (030702). The Basin Plan reports that sedimentation is evident in Fisher River,
although water quality generally remains good, and a Good bioclassification was assigned based on
macroinvertebrate data. There is significant flow in Fisher River (s7Q10= 23 cfs), resulting in IWC of
only 3.9%.
Permit History. Facility has been permitted since 1979. Proposed effluent guidelines for poultry
processing (40CFR 432) were previously used to develop technology -based limits for BOD, TSS, O&G,
and Fecal based on production of 750,000 lbs LWK/day. Limits for ammonia and TRC were added
during the last permit round and are water quality based. Effluent guidelines have never been finalized;
therefore, technology -based limits should remain the same.
In the permit renewal application, the facility has requested an increase in production to 848,400 lbs
LWK/d (13% increase) and an increase in flow to 0.8 MGD (33% increase). However, an ATC issuance
letter dated 4/21/97 stated that a permit mod and EAA would need to be submitted before DWQ would
consider operation at flows >0.6 MGD. Since the EAA will take time to develop/review, NPDES is
proceeding with renewal at current production, and will consider expansion later as a major permit
modification. According to facility contact (Rob Poindexter), the construction associated with expansion
is planned for the period May 1999- January 2000; therefore, there is still time to perform a major mod
request.
Proposed Permit Changes. NPDES is adding additional TN/TP monitoring to support development of
nutrient management policy for High Rock Lake. NPDES is also recommending deletion of mass -based
limits for NH3, since the existing concentration -based limits (20/30 mg/1) will always be at least as
stringent. [Note: the mass -based limits were developed by multiplying the concentration -based limits by
the design flow].
DMRs-Effluent Data. In 1998, flow averaged between 0.39-0.57 MGD (0.60 MGD limit). Effluent -
limited parameters were well below mass -based limits. Monthly averages (lbs/d) ranged from 9-34 for
BOD (versus 345 #/d limit); 0.5-3.3 for NH3 (versus 100 #/d limit); 20-79 for TSS (versus 465 #/d limit);
18-34 for O&G (versus 150 #/d limit). All NH3 values were < 1 mg/1 (versus 20 mg/1 limit). All TRC
concentrations reported as "0" - WSRegion- please discuss the need to report less than detection
limit with permittee. Violations were noted for fecals in 1998- one monthly average, and 14 daily max
(due to broken chlorinator and faulty oxygen meter in AS basin) but problem does not appear to be
chronic. Facility has passed 11/12 tox tests between 96-98. TN concentrations (mg/1) reported in 1998
were: 76, 56, 22. TP concentrations (mg/1) reported in 1998 were: 12, 7,7.
DMRs-Instream Data. In 1998/97, some summer data indicated DO sag below outfall:
Date Upstream DO Downstream DO
8/98 4.0 mg/1 2.0 mg/1
9/98 9.2 mg/1 7.4 mg/I
10/98 8.6 mg/1 7.1 mg/1
7/97 9.0 mg/1 7.5 mg/I
In light of impending request for expansion, NPDES might try to negotiate no net increase in oxygen -
consuming waste loading with permittee Based on effluent data, the current load limits should still
provide sufficient buffer for facility to comply with, even with expansion.
WSRegion. WS Regional Office conducted a Compliance Evaluation Inspection in March 1997 and
found the facility to be well operated and maintained, and the facility was consistently meeting permit
limits. Last staff report was prepared in 1994.
Miscellaneous. Last WLA was prepared in 1994 for the current design flow of 0.6 MGD.

SUBJECT: Compliance Monitoring Requirements for Wayne Farms

(to I 0 /f dot-tii

Per our conversation, this is written to document our recommendation to include
groundwater compliance monitoring for the monitoring wells associated with the lagoons at the
subject site into the NPDES permit. The permittee has fairly consistently submitted monitoring
data which references permit number NC0006548. We were unable to locate monitoring
requirements ever written into that permit but did find reference in a 1986 sludge land application
permit (Permit No. 10120-R) for the monitoring of 4 wells associated with the lagoons at the
waste water treatment plant. There was also a requirement for the installation of 3 wells (1 up
gradient and 2 down gradient) at one of the sludge land application sites. I am unaware if the
additional wells were ever installed. Subsequent versions of the permit issued (WQ0004609) only
reference the requirement for "any groundwater monitoring deemed necessary shall be provided".
Since the land application of wastewater residuals permit includes many off -site fields, I
recommend that the NPDES permit include the groundwater monitoring requirements. The
monitoring wells are located on the Wayne Farms property near the wastewater treatment plant.
The permit is due for renewal within the next 6 months so an application should be submitted to
the Water Quality Sectiso T recommend that wells be sampled every March, July and
November for the . dard parameters. Attac is a copy of the earliest permit and a memo
address . - previous mom oring r iremer
Bu copy of this memo, I am requesting that the WSRO Water Quality staff include this
requirement into their permit comments in the event Groundwater is not solicited by WQ central
office for comments on the NPDES permit.
If you need any other information or have questions, please call.

Dear Mr. Weaver:
This letter is to advise the State of North Carolina Department of Environment,
Health & Natural Resources (NC-DEHNR) that we have given authorization to Reid
Engineering Company, Inc., to serve as our consultant to design the Wayne Farms,
Dobson, North Carolina wastewater treatment system expansion. Wayne Farms
requests that the NC-DEHNR review and approve the design and drawings of the
proposed wastewater treatment system that will be prepared and submitted by Reid
Engineering Company to the NC-DEHNR.
Wayne Farms desires to expand their discharge flow from 600,000 gpd to
800,000 gpd. In a recent telephone conversation with Mr. John H. Reid of Reid
Engineering Company, you indicated that upon receiving this letter of authorization, you
will contact Jeannie Ranking at the ‘n/inston-Salem, DEHNR office and request that she
provide "speculative limits" for the increased discharge flow volume for the Wayne
Farms, Dobson, NC treatment system. Please have her forward her response to Mr.
John H. Reid of Reid Engineering Company as soon as possible. If you need additional
information please call.

COMMENTS: Per our phone conversation yesterday, l'm faxing the DWQ EAA Guidance, as well
as Attachment 1 (ATC issue letter requiring EAA prior to flow expansion above 0.6
MGD). Attachment 2 (ATC issue letter mentions dechlor tank, which goes back to
my question yesterday re: current treatment components, i.e., does the facility have
dechlor). I confirmed with Dave Goodrich that we do not perform spec limits for
private facilities any longer due to the heavy permitting workload. His
recommendation is to design for the worst (5/2 limits), and also review Basin Plan
to see if any restrictions may be placed on any new/expanding facilities within the
subject subbasin (030702). I also mentioned that the 030702 permits will be noticed
either 3/10 or 3/24, therefore I'll proceed with the drafting of the Wayne Farm
permit with the original flow (0.6 MGD). Due to time constraints in completing the
EAA, you might want to submit the expansion request at a later date. Please note
that under the current fee schedule, this expansion will be considered a major
modification. Please call me with any questions.

Authorization to Construct
Wayne Poultry WWTF Improvements
Surry County
Dear Mr. Poindexter:
A letter of request for an Authorization to Construct (ATC) was received December 31, 1996 by the
Division of Water Quality (DWQ) and final plans for the subject facility have been reviewed and found to
be satisfactory. Authorization is hereby granted for the construction and installation of the proposed
modifications to the existing wastewater treatment system and all necessary appurtenances with discharge
of treated wastewater into Fisher River in the Yadkin -Pee Dee River Basin. Specifically, this ATC allows:
• conversion of the exisitng activated sludge aeration basin into a new 7 day aerated hydraulic flow
equalization basin.
• installation of a new 1.5 MGD activated sludge aertation basis with aeration consisting of:
• two directional mix subsurface jet aeration headers and
• 3 - 100 HP blowers.
• reactivation and retrofitting of the existing 35' dia. clarifier with
• installation of new mechanical equipment,
• modification of the RAS pumping station,
• modification of two existing RAS pumps,
• installation of a new RAS pump.
• installation of additional piping, valves, and supply pumps.
As discussed in Mr. Michael Mickey's (W-SRO) letter of April 1, 1996 the Wayne Poultry WWTF
is authorized to operate the facility up to 0.60 MGD. Prior to opertion at flows above 0.60 MGD Wayne
Farms must submit an Engineering Alternatives Analysis with a request for a permit modification. After
the permit modification is granted, the DWQ will accept a request an authorization to operate at the higher
flow.
uthorization to Construct and Operate is issued in accordance with Part III, Paragraph C of
NPDES Permit No. NC0006548 issued July 1, 1995, and shall be subject to revocation unless the
wastewater treatment facilities are operated in accordance with the conditions and limitations specified in
Permit No. NC0006548. A copy of the approved plans shall be maintained on file by the Permittee for
the life of the facility.
The Winston-Salem Regional Office, telephone number 910/771-4600, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be .
made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00
a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.

Authorization to Construct

Dear Mr. Poindexter:
A letter of request for an Authorization to Construct (ATC) was received May 2, 1996 by the
Division of Water Quality (DWQ) and final plans for the subject facility have been reviewed and found to
be satisfactory. Authorization is hereby granted for the construction and installation of the proposed
modifications to the existing wastewater treatment system and all necessary appurtenances with discharge
of treated wastewater into Fisher River in the Yadkin -Pee Dee River Basin. Specifically, this ATC allows:
• construction of a concrete chlorination dechlorination (40' x 23.5' x 8').
• installation sulfer dioxide dual feed system i . . • matic switchover and diffuser.
• installation of two (2) 66 CFM blowers, piping, and diffusers for post aeration.
• installation of a sump pump and piping for tank dewatering.
• installation of additional piping, valves, baffles, and supply pumps.
As discussed in my August 27, 1996 conversation with Robert Kerr of Cabe Associates, there exists
sufficient capacity in the existing aeration basin to allow for at least a one day detention time. In addition,
there is sufficient flexibility built into the chlorination-dechlorination tank design to allow for some
additional expansion if required at a later date.
This Authorization to Construct and Operate is issued in accordance with Part III, Paragraph C of
NPDES Permit No. NC0006548 issued July 1, 1995, and shall be subject to revocation unless the
wastewater treatment facilities are operated in accordance with the conditions and limitations specified in
Permit No, NC0006548. A copy of the approved plans shall be maintained on file by the Permittee for
the life of the facility.
The Winston-Salem Regional Office, telephone number 910/771-4600, shall be n• otified at least

made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00
