Guidelines for Access: The staff of Wilmington Regional Office is dedicated to making public records in our custody readily
available to the public for review and copying. We also have the responsibility to the public to safeguard these records and to carry
out our day-to-day program obligations. Please read carefully the following guidelines signing the form:

Due to the large public demand for file access, we request that you call at least a day in advance to schedule an
appointment to review the files. Appointments will be scheduled between 9.00am and 3.00pm Viewing time ends at
4:45pin. Anyone arrivingwithout an appointment may view the files to the extent that time and staff supervision
is available.
You must specify files you want to review by facility name. The number of files that you may review at one time will
be limited to five.

Brian,
I received a complaint about the discharge from pond 2 (near lot 264) of this development from Carrie Lankford (910-
620-7253). She is building a house on 300 Julia Drive to the north of this pond and reports that the pond discharge is
being directed onto / backs up into their property. I told her there likely isn't much we can do if its backing up from the
wetlands and directed her to NHC (I've cc'ed Phil). In looking at the approved plans, the pond discharge is supposed to
be directed to the west toward the wetlands. Can you make a site visit to confirm that the discharge location matches
the approved plans? She'd also like a follow up to learn about what you find.
I'll leave the file along with a copy of this email on your chair.

Inspection Summary:
Complaint from Jerry Williamson on Julia Drive regarding flooding of property and turning it into wetland. The inspector
informed Mr. Williamson there are not stormwater regulations that deal with the water after it is discharged.
Second complaint from Carrie Lankford stating that water is backing up in her property. Inspector revisited the site on

The set of plans from 2017 slightly changes the orientation of the pond 2 outlet to be Northwest from the 2016 plans
facing due west. The orientation does not change the effect of the discharge in a significant manner.

on this plan approval.
