Hamilton, Executive Director TO: Steve Sollod Division of Coastal Management FROM: Travis Wilson, Highway Project Coordinator ~_ Habitat Conservation Program ~,`~-- °~~ DATE: April 24, 2006 SUBJECT: NCDOT request for a CAMA permit for the replacement of bridge number 21 over the Northeast Cape Fear River on NC 210 in Pender County, North Carolina, TIP number B-4223. We have reviewed the information included in the package received from the Division of Coastal Management. Our comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.) and the Coastal Area Management Act (G.S. 113A-100 through 113A-128). We do not object to the issuance of the LAMA permit for this project provided that the following conditions are included in the LAMA Permit: 1. Anadromous fish species are present in this portion of the Northeast Cape Fear River. NCDOT should follow the "Stream Crossing Guidelines for Anadromous Fish Passage". 2. All riprap placed in-water should be free of pollutants and soil. 3. Live concrete should not be allowed to contact the water in or entering into the stream. 4. Turbidity curtains should be used to contain all bottom disturbing activities, including pile or casement driving/vibrating/jetting, placement of riprap, excavation or filling. Excessive silt and sediment loads can have numerous detrimental effects on aquatic resources including destruction of spawning habitat, suffocation of eggs, and clogging of gills of aquatic species. ! ~ rp 4 ~~.' :tn y ~ 'Y y ~ r Y~~ i~rl ._ ~ e ~. Memo 2 Apri124, 2006 NCDOT is expected to use Best Management Practices for the protection of Surface Waters and Sedimentation and Erosion Control measures sufficient to protect the aquatic resources.
