It will hopefully come next week. Thanks for your patience. Recommendation, draw back all fill to 12' mark install silt fence slope dirt from 12'to 14' with soil and seed. once seed has taken, trim silt fence to ground level and have grassed soil slope for permanent retainer. I know in the past I have seen wooden retaining walls, soil slopes, and concrete articulated walls. I will not dictate what type of structure to be used but for the sake of avoidance and minimization a permanent measure should be employed. > Brad > - - - -- Original Message---- - > From: Trevor Horne [ mailto :hornetrevor(:lahotmail.com] > Sent: Monday, March 03, 2014 5:35 PM > To: Shaver, Brad E SAW; Steenhuis, 7oanne > Subject: RE: [EXTERNAL] RE: SAW- 2014 -00165 (UNCLASSIFIED) > Brad, > I am following all that you have stated below. Yes, I agree that silt fencing is a temporary fix as it will eventually break down from UV rays. However it will prevent any sluff from entering the area that we clear the fill from in reducing the overall width. Possibly, not absolutely, but possibly the fill will set up so that sluff off is not a factor after time as much of it appears to have done already. Worse case scenario I replace the silt fence when needed. It is not that I don't want to create something more permanent but right now I have not any ideas of what to use or how to construct it. A wooden structure is also not permanent, and concrete presents additional footprint. I am open to your guidance and thoughts on this as you are the expert here and the one that makes the decisions anyway. I do not think that rip rap is necessary just thought it would be a protective measure for erosion, but current & past water flow is limited and I have not noticed any gouging of the dirt by water flow at any of the culverts. > R/ > Trevor > > From: Brad.E.Shaver(:lausace.army.mil > > To: hornetrevor(:lahotmail.com; joanne.steenhuis @ncdenr.gov > > Subject: RE: [EXTERNAL] RE: SAW- 2014 -00165 (UNCLASSIFIED) > > Date: Mon, 3 Mar 2014 17:06:35 +0000 > > Classification: UNCLASSIFIED > > Caveats: NONE > > Good Morning Mr. Horne, > > 1. Agreed take the fill down to the adjacent existing wetland elevation. > > 2. Now in terms of stabilization, silt fencing is never intended to be a permanent stabilization measure. On highways the slopes are typically soil slopes down to the existing grade which can be vegetated. In your case the rock is not going to grow vegetation therefore you will likely need to construct some type of retaining wall along the stretch in order to accomplish the desired wetland fill minimization. > > 3. The third culvert location you speak of is fine by me. If you believe rip rap is necessary you would need to include this as part of the impact. > > Brad > > - - - -- Original Message---- - > > From: Trevor Horne [ mailto:hornetrevor @hotmail.com] > > Sent: Friday, February 28, 2014 5:33 PM > > To: Steenhuis, 7oanne; Shaver, Brad E SAW > > Subject: [EXTERNAL] RE: SAW- 2014 -00165 > > 7oanne & Brad, > > The answers are as follows; > > 1) Fill material outside of the 14' will be removed to the natural grade or contour of the wetlands. 2) The fill slopes will be stabilized by utilizing silt fencing. > > 3) Currently there is a culvert in the finger area as well as two additional in the long area. Since you have indicated the necessity for three then I propose that I install a third somewhere strategically between the two that already exist. One culvert is situated at the start of the gradient and the other is situated at exit of the curve presently. > > One question. Would it be allowed to place rip rap at the discharge of the culverts to help prevent erosion of the soil? I will await your instructions and answers. > > Respectfully, > > Trevor P.
