The purpose of this letter is to clarify the independent utility of a proposed sewedine to be constructed
between the existing Jeld -Wen plant and the existing municipal sewer system located along River
Road in the Town of North Wilkesboro, NC. It has come to my attention that the timing of the Jeld -Wen
permit application coincides with a separate application submitted, also by the Town of North
Wilkesboro, for activities associated with the development of the proposed Wilkes Industrial Park, which
is located adjacent to and west of the Jeld -Wen plant.
The proposed Jeld- -Wen seweriine consists of an 8" gravity seweriine (8" is the smallest diameter line
allowed by the NC Division of Water Quality for a gravity sewer) from the existing Jeld -Wen plant to a
proposed pump station to be constructed along River Road. The pump station will be equipped with a
100 gal/min pump feeding a 4" force main. This 4" line will follow River Road to another pump station
(existing River Road P/S #3) which has a 300 gal/min capacity.
Three points are provided below that, when taken together, demonstrate the Jeld- -Wen sewer line
project was developed for the singular purpose of meeting current and future demand for the Jeld -Wen
facility and, therefore, may be considered to have independent utility as defined at 33 CFR Part 330.
The Jeld -Wen site is located at the western edge of the induspal park and further away from
the existing Town of North Wilkesboro seweriine than any of the proposed industrial park lots.
All the proposed industrial park lots would have to either pump wastewater up, along River
Road, to the Jeld -Wen site, or construct new lines cross - country, through steep ravines and
crossing multiple streams, potentially employing aerial stream crossings. It simply would not be
practical or cost effective to use the Jeld- -Wen sewer line to serve the rest of the industrial park.
Please note that direct connection into the Jeld -Wen sewer line at any of the other proposed
lots is not possible.
2. The capacity of the proposed pump station associated with the Jeld -Wen sewer line is 100
gal/min. This is not sufficient capacity to serve the entire industrial park. It would make much

more sense to install a new gravity sewer line along the industrial park road to the larger
capacity, existing pump station (River Road P/S #3) already sitwated on River Road at the park
roadway entrance.
3. While a few of the smaller, less desirable, lots in the industrial park may be able to tie into the
Jeld -Wen line in the future, these lots are topographically constrained and it may be a long
time before tenants are found. And, it must be stressed that the Jeld -Wen line was not over-
sized to accommodate these lots. The Jeld -Wen line was designed as the smallest, most cost
effective sewerline to serve the Jeld -Wen plant, subject to NC DWQ Permit Requirements and
other practical considerations. f
