4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
On -site forested habitat consists of mixed pine -hardwood with dense understory. The USDA-NRCS soil survey of Cumberland County shows approximately 1.1 % of the investigation area
is mapped as soils with hydric inclusions (Soil Survey Figure). National Wetlands Inventory (NWI) GIS data set revealed potentially occurring forested and riverine wetlands within the
investigation area (NWI Figure). The USGS topographic map revealed potential wetlands and two perennial streams (Beaver Creek and an upper tributary to Beaver Creek) within the
project area (USGS Figure). As indicated by the USGS topography, on -site drainage is generally to the south, as water drains from the ridge in the central part of the property to the lower
lying floodplains of Beaver Creek and its tributary. The on -site wetlands directly abut Beaver Creek and its tributary. The project is located in the Cape Fear basin (8-digit HUC 03030004).
Three jurisdictional wetland areas and 3 jurisdictional streams were delineated, totaling 3.853 acres and 1,600 linear feet, respectively. The only structures existing on -site appear to have
been built within the last 70 years, according to historic aerial imagery (Attached). Land use to the south is residential and commercial to north.

The purpose of the project is to replace approximately 1.24 miles of steel transmission pipeline that is difficult to access for maintenance purposes with a 16" steel distribution pipeline to
continue to meet the demands of the customers in the area.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:
The project will commence near the intersection of Yadkin Road (S.R. 1145) and Brookfield Road at a new proposed city gate station and will generally run parallel to Yadkin Road
approximately 450' south of the southern Yadkin Road right-of-way line before turning to the south near Lake Valley Drive (S.R. 3499). Upon turning south to follow Lake Valley Drive, the
pipeline will generally run just outside of the western Lake Valley Drive right-of-way line before crossing Lake Valley Drive near the Holiday Inn Express & Suites Fayetteville -Fort Bragg
hotel and tying in to the existing network just east of an existing city gate station that will be retired as part of this project. The new pipeline will be installed via open trench and by
trenchless (HDD) methods. Typical trench digging (track hoes) and pipe installation equipment will be used.

WK Dickson, on behalf of Piedmont Natural Gas, is requesting a 520 crossing angle across Stream MS3. This crossing is depicted on sheet 30
(Temporary Stream Crossing Construction Details) of the Line 11 Decommissioning Project (Distribution Pipeline) design plans. The 52° crossing angle
was selected because it aids in providing a sufficient buffer from the headwall associated with the 10' CMP box culvert that crosses Yadkin Road. The
workspace needed to install a 16" steel pipeline at an angle more square to the existing stream alignment would extend close to the headwall and the
pipe outlet, which we are currently providing a buffer from with the chosen crossing angle. Squaring up the pipe crossing would make the tie-in to the
proposed station on the west side of the stream more complicated and would lead to additional disturbance on the western bank of the stream,
increasing the possibility of stream contamination. Additionally, squaring up the pipe crossing would increase the disturbance to the adjacent wetland.
We believe that the chosen crossing angle is the safest and most effective way of crossing the existing stream.
E. Impact Justification and Mitigation

The site was delineated prior to design, and the pipeline route was chosen to limit wetland and stream impacts to the maximum extent possible.
Permanent wetland impacts are limited to 0.04 ac. and there are no permanent stream impacts.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Permanent impacts to wetland DWA will be avoided as the pipeline will be installed by directional drill. W2 involves .27 ac. of temporary impact due to
limited clearing of wetland DWA to maintain line of site for the horizontal directional drill. Clearing will only occur when necessary, and trees will be hand
cut. Impacts to stream MS3 will be temporary to install the pipeline via open trench. The trench will be backfilled with native sediment and banks will be
stabilized via natural stabilization techniques (see attached impact plans). A pump around will be employed so that work can occur in the dry.
