Please provide more details regarding avoidance and minimization of wetland impacts for this project. It appears that the parking lot labeled as Site 1 impacts could be moved or reconfigured to avoid impacts to the wetlands. On July 12, 2018, Oasis Church purchased approximately 8.5 acres of challenging property in Holly Springs to become their new home. Holly Springs has not seen a new church built in over 30 years, mostly due to the challenging land use plan and various regulations prohibiting such uses. After almost 4 years of various challenges, they're finally ready to begin construction. When the property was purchased by Oasis in 2018 it contained 1 single family home with 2 driveway locations identical to the proposed locations. They are the only locations approvable by the Town of Holly Springs and NCDOT given the enormous growth of the surrounding areas and immediate plans for roadway imrovements. Please see the town -signed NCDOT driveway permit attached (Exhibit 'A'). Environmental features bisect the property's usable area north to south. The building is required to be on the western side, specifically at the intersection of Ralph Stephens Rd and Castaway Ct. Please see Council -approved site plan (Exhibit V). The proposed building and site work has been broken into 2 phases due to financial constraints and will likely stay that way for many years. The first phase contains a 262 seat sanctuary, 1,000 sf of office space and childcare facilities. Please see attached floor plan (Exhibit 'C'). The first phase of site construction does not cross the stream and access the eastern side due to severe financial limitations, which will restrict the first phase of parking to 98 spaces. 98 parking spaces is not adequate for the above -mentioned building configuration, but the congregation has commited to make it work. Removing additional spaces on the western side will severly limit the feasibility. Initial plans for the site involved proposing impacts to larger amounts of wetlands and streams to prevent members from having to walk several thousand feet from the eastern side to access the building at full buildout. The plans were revised for avoidance/minimzation and financial concerns. Thank you again for the opportunity to respond to your comments. As outlined above, this is a challenging site given the needs of the church and physical constraints of the parcel. I trust we have addressed your concerns. In 2018, Oasis purchased land in Holly Springs at 1828 Ralph Stephens Road in hopes of having a permanent space to gather weekly for services as well as a hub for community involvement. Due to the ordinances of the town and the topographical difficulties of the property, Oasis performed quite a bit of due diligence to ensure that the property would be adequate for the needs of the church. The ongoing impact of COVID-19 and the inability for Oasis to gather for 15 months created necessary changes to the submittals and phasing plans for the building development. The reduced footprint and square footage provides a smaller auditorium in addition to less classroom space, thus a hope of being able to maximize parking on one side of the stream that divides the property to reduce the cost of development in Phase One. Phase One shows Oasis developing solely on the western side with 98 spaces which may not be sufficient for actual attendance. It is important for Oasis to have access and availability to develop every space possible to be able to provide the best opportunity to the members of the church and the community.
