As a supplement to the T. Z. Osborne (TZO) NPDES Permit Application package submitted in November
2018, the City of Greensboro (City) is submitting additional information per Session Law 2018-5, Senate
Bill 99, Section 13.1(r) per your request. As you are aware, the City of Greensboro has been conducting
TZO effluent grab sampling and analyses for 1,4-dioxane since December 2017 using EPA Method 624.1
(from 40 CFR Part 136). All effluent grab sampling data has been submitted to NCDEQ on TZO eDMRs
since December 2017. Thus, we have included 1,4-dioxane on the Chemical Addendum.
In addition, at the request of NCDEQ, the City performed TZO influent sampling for certain PFAS
compounds in July, August, and September 2019. Results from these three samples are not certified by
the City as there is not a 40 CFR Part 136 EPA approved analytical method for any PFAS analytes.
Although this data is not being certified by the City and was already provided to NCDEQ, we are
submitting a summary of the results as an attachment.
The following two attachments are provided as a supplement to the TZO NPDES Permit Application:
• Chemical Addendum to NPDES application listing 1,4-dioxane
• Uncertified 2019 TZO Influent PFAS Sampling Data Summary Sheet
